- N0016423SNB45 � REQUEST FOR INFORMATION (RFI) � 360� ELECTRO-OPTICAL/INFRARED SYSTEM FOR NAVIGATION AND SITUATIONAL AWARENESS OF NAVAL SURFACE VESSELS � FSC 5855 � NAICS 334511 Issue Date: 21 February 2023 � Closing Date: 8 March 2023 SPECIAL NOTICE � REQUEST FOR INFORMATION (RFI) - Naval Surface Warfare Center Crane Division (NSWC-CR) located at the Naval Support Activity, Crane, Indiana, is conducting market research and issuing this Request for Information on wide field of view electro-optic/infrared (EO/IR) sensors capable of providing a near-persistent 360� azimuthal field of view. The sensor�s intended use is to assist in the navigation and situational awareness of specialized naval surface vessels both day and night by providing autonomous detection and tracking of surface vessels and unmanned aerial vehicles. Basic Attributes: Field of View (FOV) Azimuth: 360� Elevation: Coverage Sector of Primary Interest: �15� Preferred: -30� to +90� Spectral Bands MWIR or LWIR Preferred: MWIR and Color Visible Resolution Instantaneous FOV ? 200 microradians per pixel Video Outputs Native resolution raw imagery Preferred: MISB ST 1608 Motion Imagery and Metadata over GigE Vision Imagery with overlaid text and symbology for human machine interface Target Tracking Capable of autonomous multiple target detection, tracking, and metadata reporting False alarm mitigation Unique track identification Target location (for example: azimuth/elevation, WGS-84, etc.) Preferred: MISB ST 1801 Surface Profile targeting metadata Stabilization � Mechanical or electronic methodology for platform roll/pitch/yaw compensation Marine Qualified Enclosure Watertight and hardened for electro-magnetic interference, shock, vibration, temperature, etc. Able to be shipboard mounted at one (or multiple) topside sensor locations (note: limited ship structure obscuration may be acceptable) Integration Able to produce standardized imagery and track data outputs to aid in integration with external systems, autonomous algorithms, human machine interfaces, etc. Recorded imagery must be provided with system to export media with user contextual metadata using a standard, non-proprietary imagery standard Remote control capability over digital interface standard (e.g., Integrated Sensor Architecture, GigE Vision Control Protocol, GenICam) Ability to cue and/or handoff tracks to another sensor (for example: narrow field of view EO/IR sensor, weapon system, electronic surveillance, etc.) Requested Information Complete the Appendix A EO/IR Product Attribute Form Field of View of the proposed solution Azimuth, elevation � what, if any, modifications are required to enhance coverage to meet the desired FOV attributes? Does the sensor tilt or provide adjustable field of regard? What is the individual camera FOV(s) and image format? What is the total number of horizontal and vertical pixels within the 360� FOV? Magnification/zoom capability Architecture Scanning or staring array type sensor 360� Image refresh/revisit rate Camera frame rate Number of cameras required to meet the 360� field of view requirement If multiple cameras are proposed, what is the overlap on their respective fields of view? Number of simultaneous detections and tracks available Provide approach on track tagging to ensure continuity after a track drops and is re-acquired Surface vs. air tracks Target Information: what available metadata is there for tracks What target metadata does the proposed solution capture and provide as a data source? What stabilization methodology does the proposed solution utilize? Provide information about the types and pedigree of algorithms used by the proposed solution (for example: auto-detection, moving target indicator, auto-track, local contrast enhancement, super-resolution, stabilization, etc.) Does the proposed solution have the ability to accept third-party algorithms? Provide information about input feeds that the proposed solution can accept (for example: navigation, GPS, AIS, etc.) How does the system achieve alignment? Does the system include an inertial measurement unit? Size, weight, and power requirements (if system is made up of multiple components, please break out for each component) Sensor type (distributed aperture, step-stare, scanning, etc.) Operation band(s) What is/are the recommended operational band(s)? Provide reasoning. What ambient light level requirements are there, if any, for the operational band(s) chosen? Is the proposed solution capable of radiometric calibrations? If so, describe the required environment and recommended frequency of calibrations. Does the proposed solution contain any active radiating components? If so, describe (e.g., laser rangefinder, LiDAR, etc.). Specify target and range capability for the proposed solution. At a minimum, provide data for the below target sets: Detection, small objects (0.5 m3 volume) Detection, medium objects (7 m in length) Detection, large objects (150 m in length) Is modeling and simulation data available? How does the system deal with scene clutter (wavecaps, etc.)? Does the proposed solution have the ability to fuse its data with data from other sources (ex: radar)? Is the proposed solution able to detect debris/water on the window? Does the proposed solution have the ability to remove debris/water from the window? Does the proposed solution have a Built-In Test (BIT) capability? If so, what types of tests does the system run? How does the system report pass/fail conditions on the BIT? What components are required for installation of the proposed solution? What equipment and space is required in a weather-proof environment? Provide information about the proposed solution�s approach to the storage of imagery and metadata. Provide information on the proposed solution�s ability to cue and/or handoff tracks to another sensor (for example: narrow field of view EO/IR or electronic surveillance) The above information is for reference in developing white paper responses describing current market and near term investments resulting in increased capabilities. The white papers submitted in response to this RFI may inform requirements. The Government is seeking information from vendors with the capabilities to meet or exceed the required attributes described herein. Responses should include technology readiness level, availability, budgetary cost estimate for non-recurring engineering and/or recurring quantities, and lead-time of the solution for the first article and recurring quantities.
