Description

This notice is being published in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.501(a) for sole source acquisitions conducted under simplified acquisitions procedures are exempt from the requirements for the proposed contract actions. This is a Notice of Intent to award a sole source contract and is not a request for competitive quotes/proposals. The Defense Logistics Agency (DLA) Contracting Services Office at Fort Belvoir (DCSO-F) intends to issue a sole source, firm-fixed-price (FFP) contract to receive services to store, maintain, and rotate 1,191 kilograms (kg) of Silicon Carbide (SiC) fibers. DLA Strategic Materials intends to award a single, FFP contract to store, maintain, and rotate their inventory of SiC fibers. SiC fibers are used to produce high temperature, creep resistant, thermally stable composites.� DLA Strategic Materials has the following types of SiC fibers in the NDS inventory: Hi-Nicalon and Nicalon. These two fibers are produced out of a single producer, NGS Advanced Fibers (or �NGS�); NGS is located in Japan.� COI Ceramic Inc. is the only known authorized and qualified distributor in the United States for the manufacturer in Japan.� A contract will be awarded to COI Ceramic Inc., of San Diego, CA. NGS will produce the fibers in Japan and store the materials in the United States. However, all responsible sources may submit a Capability Statement demonstrating the ability to provide the requested services and proof of being an authorized distributor of SiC Fibers by the country of Japan, which shall be considered by the agency before the intended award date. The Government shall not reimburses interested sources for any information provided. No request for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before March 8, 2023, at 12:00 PM Eastern Standard Time, (EST), by sending an email to DCSO-F2Contracting@dla.mil, Mark.Andrews@dla.mil , and Christopher.1.williams@dla.mil.
