Description

The Commodity Futures Trading Commission (""CFTC"") intends to negotiate and award a sole-source contract for the procurement of an Application Programming Interface (API) data feed from Kaiko Data Inc.� This API will include digital asset data, including centralized finance (CeFi) and decentralized finance (DeFi) Tick Trades, order book snapshots, and borrowing and lending. The Government intends to procure this requirement under FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� CFTC intends to award a contract with one base year, and four option years, for a total period of performance of five (5) years. The CFTC requires a digital asset data feed that can provide all of the following features: Digital asset data feed must offer access to datasets via API. Digital asset data feed must be able to provide market data for at least 100 exchanges. Digital asset data feed must offer spot, derivative and decentralized exchange (DEX) instruments within one product. Kaiko Data is the only vendor that has a data feed meeting all requirements above, and CFTC knows of no alternative source that can meet the requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 5:00pm ET, March 7, 2023. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government anticipates award on or about March 30, 2023. The Government will not be responsible for any costs of preparation in response to this announcement.
