- AMENDMENT TO PRESOLICITATION NOTICE: This notice is an amendment to Pre-Solicitation Notice 36C26223Q0257 and the associated Request for Quote (RFQ) for IV Infusion Pumps Preventative Maintenance and Repair services at the Phoenix and Southern Arizona VA Healthcare Systems located in Phoenix and Tucson, Arizona. 36C26223Q0257 was posted on 01/20/2023 and quotes were originally due on 01/27/2023 at 1600 Pacific Time. The response deadline to this RFQ is now extended to 03/07/2023 at 1200 Mountain Time. This amendment also incorporates answers to questions previously submitted by interested parties. Point of contact information: David Rall, Contract Specialist, David.rall@va.gov. Below are answers to questions submitted by interested parties. Does this request include parts coverage from the Contractor? Per paragraph 1 on RFQ page 31 of 64 The contractor shall provide all labor, personnel, equipment, tools, materials, supervision, and other items necessary to provide annual preventive maintenance and corrective repair service on-site for the equipment and systems listed Are only OEM parts allowed, as very good aftermarket parts are available? Per paragraph 1 on RFQ page 31 of 64 The contractor shall perform on-site preventive maintenance (PM) inspection on equipment/systems as provided for in the contract agreement. PMs will be accomplished in accordance with the Original Equipment Manufacturer (OEM) recommendations. Must use OEM certified parts and service engineer/technicians must be OEM trained on all equipment included in agreement Who pays for parts resulting from damage and abuse (e.g., cases, other parts, etc.)? The Agency will pay for parts resulting from damage/abuse. The Contractor will pay for parts resulting from normal wear and tear. Who pays for accessories and consumables? The Agency will provide for accessories and consumables for patient use. The Contractor will provide for accessories and consumables for preventive maintenance and repairs. RFQ 36C26223Q0257 for Alaris Preventative Maintenance and Repairs is currently issued as a SDVOSB set-aside. Would you consider changing the solicitation to full and open to allow Carefusion/BD to respond directly? This solicitation will not be changed to full and open competition. According to Page 31. Point 1: The contractor shall be responsible for repairs required during preventative maintenance, calibration, and testing equipment. Are repairs required throughout the year to be covered in the bid? Per paragraph 9 on RFQ page 34 of 64 A new line item list is included with this amendment that incorporates Subline Items 0001AC, 0002AC, 0003AC, 0004AC, and 0005AC. The subline items are for over and above and emergency repairs. Do not submit a quote for these subline items when responding to this RFQ. If repairs throughout the year are required, is the VA open to these repairs occurring at a nearby district office? Per paragraph 5 on RFQ page 33/34 of 64 Whenever possible, all repairs and preventive maintenance will be performed at the respective facility. When that is not possible, the COR, POC or designee may give approval for service work to be done at another location. All transportation charges will be borne by the contractor. Can the VA provide who the incumbent is? No. Can the VA provide an inventory list with the following information of last PM date and the acquisition date or age of the equipment? Per paragraph page 33 of 64 The list of inventory for this contract is located on page 33. PMs were last performed February 2022 for Phoenix and July 2022 for Tucson. Potential contractors may, at their own expense, inspect equipment covered by this solicitation (ref 52.237-1 SITE VISIT). Arrangements must be made in advance with Biomedical Engineering (see section 3, above). If there is interest in a site visit, it will be scheduled in advance via an amendment to this RFQ to allow all potential quoters the opportunity to participate.
