Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 12505B23Q0062 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01 dated December 30, 2023. This solicitation is set aside for Total Small Business. The associated NAICS code is 333111 (Farm Machinery and Equipment Manufacturing), with a small business size standard of 1250 employees and the PSC code is 3720. This acquisition is for the following item as identified in the Contract Line Item Number (CLIN): 0001) $_____________ Stationary Thresher Description of Work: Scientists and personnel at the US Dairy Forage Research Center have identified the need for a stationary thresher that is specifically designed for precisely threshing small cereal grains such as intermediate wheatgrass (Thinopyrum intermedium), or kernza. It will be versatile enough to accommodate other experimental forage crops as well.� Key Requirements are as follows: Specifications 1.����������� General ������������� Vendor must demonstrate prior experience with manufacturing a stationary thresher that meets specifications described below and demonstrate that the handheld thresher has been successfully used for small cereal grain threshing and is a durable and reliable product. 2.����������� Stationary thresher for small cereal grains ������������� The stationary thresher must be suitable for threshing, de-awning and cleaning cereals, pulses, and grass crops without breakage, loss of seed or mixing. ������������� Must have a loading hopper to feed bundles of crop into the threshing unit ������������� The stationary thresher must have a sack to collect straw and two separate drawers for collecting chaff particles and seeds separately. ������������� Must have stepless variable adjustment of the threshing drum speed ������������� Must have several different options of concaves, de-awners, and beaters to ensure easy adjustment for different crop types ������������� Must come with a 5 x 15 mm concave for threshing medium sized cereal crops like wheat, oat, sorghum, etc, and all seeds smaller than 5 mm. ������������� The stationary thresher shall include a 4 x 4 mm concave for threshing round seeds smaller than 4 mm ������������� The stationary thresher will include a 3 x 3 mm concave for threshing round seeds smaller than 3mm ������������� The stationary thresher will include a 5 x 5 mm concave for threshing round seeds smaller than 5 mm ������������� The stationary thresher will have a threshing drum of 350 mm ������������� The stationary thresher must have a 2-wheel chassis ������������� The stationary thresher must have a 1-phase, 208-230V, 60Hz, 2,3kW electric motor Delivery: The Contractor shall provide all items F.O.B. destination.� The stationary thresher and accessories (as described in the technical requirements specifications above) will be manufactured and shipped by the vendor and received at the US Dairy Forage Research Center Farm, S8822 Sunset Dr, Prairie Du Sac, WI 53578 by August 12, 2023. The Government anticipates award of a Firm Fixed Price contract. Offerors responding to this announcement shall submit their proposal in accordance with FAR 52.212-1 Instructions to Offerors�Commercial Products and Commercial Services. Submission of proposal shall include the following: (1) Technical and (2) Price. All responses shall be submitted electronically to melissa.grice@usda.gov The basis for award is Lowest Price Technically Acceptable (LPTA). LPTA means the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2 Evaluation�Commercial Products and Commercial Services, the criteria for evaluation are: (1) Technical and (2) Price and must also have satisfactory Past Performance. Technical acceptability will be evaluated based on company experience (minimum of 5 years� experience providing supplies described in the Statement of Work). The lowest priced proposal will first be evaluated for technical acceptability in accordance with the minimum specifications identified. If determined not technically acceptable, it will be removed from competition and the next lowest priced proposal will be evaluated for technical acceptability. This will continue until the lowest price proposal is determined technically acceptable. Once the lowest priced proposal is determined technically acceptable, then a determination of responsibility will be completed. If found responsible, evaluations will be closed and award will be made. Failure to demonstrate compliance will constitute sufficient cause to reject a quote without further discussions. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, contractors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting award. Biobased Products: This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated product categories. All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable, include the exclusive use of biobased and recycled products.
