- PRE-SOLICITATION NOTICE: The VA National Acquisition Center intends to issue Request for Proposal (RFP) 36E79723R0010 for an unrestricted procurement for DHA/EPA Supplements 1000MG (500MG DHA/EPA) CAP, Oral, for the Department of Veterans Affairs (VA), Department of Defense (DOD), Bureau of Prisons (BOP), and Indian Health Service (IHS). The VA will award one contract to the responsible offeror who will be able to provide an uninterrupted source of supply for the contracted items. The contract period will be for one year plus four pre-priced one-year option periods. The contract items will be distributed through the VA s and DOD s respective Pharmaceutical Prime Vendor Programs. Offerors must state the exact name (name that appears on label) by which the drug will be supplied and have an NDC or UPC number that is unique to the offeror. Solicitation #36E79723R0010 will be electronically issued in commercial item format in accordance with FAR Part 12 on or about February 27, 2023, with a tentative closing date of March 17, 2023. The NAICS code for this procurement is 325412. Any future amendments and other miscellaneous documents will be available electronically for download at the following URL: https://sam.gov. No paper copies of the solicitation will be available, and no telephone requests for paper copies of the solicitation will be accepted. Interested offerors are advised to continuously check this URL for any changes to this solicitation. All responsible sources may submit an offer that if timely received, will be considered. The estimated annual requirements are as follows: Description Size Estimated Annual (Bottles) Requirements DHA/EPA Supplements 1000MG (500MG DHA/EPA) CAP, Oral, 100s 2,354,720 Each capsule shall contain a minimum of 500mg of EPA/DHA. Any strength is acceptable provided the combination total of EPA/DHA is equal to or greater than 500mg/capsule. Certification: Offeror must provide documentation that the product is certified by a company such as United States Pharmacopeia (USP) Verified, ConsumerLab (CL) Approved, NSF International NSF Mark, National Products Association (NPA), TruLabel or other which provides a physical inspection of the manufacturing site and assurance that the product was properly manufactured, that it contains the ingredients listed on the label in the stated amounts, and that does not contain harmful contaminants. Certification must be maintained throughout the contract period. The certifications must be submitted by the due date for offers. In order to be eligible for award, offerors must submit an acceptable certification as described above. Product Samples: Offerors shall provide one sample (one bottle) for line item offered on or before the solicitation due date. Samples must meet all product requirements/specifications identified in the packaging requirements. Any offer with a sample or samples not meeting the requirements/specifications shall be rejected. Product samples received after the solicitation due date will not be accepted and will be rejected. The delivery address for product samples will be included in the solicitation. Packaging Requirements: All unit of use packaging identified in the Schedule of Supplies, shall contain a safety-cap capable of having the outer part of the cap deshelled and / or a convertible cap to produce a non-safety cap and a bottle with a minimum required size of 120cc volume. The safety cap must not exceed the diameter of the bottle. The bottle must have a cylindrical body and minimum of 5.75 circumference. The bottle must fit a label with a dimension of 5.25 x 2 . The 0.5 additional space is required to keep the bar code exposed and/or allow for the display of the expiration date and lot number. All bottles must contain a grade A safety seal under the cap. The label must not contain any indications, such as for use in and shall include the statement or as directed by physician in the product directions. Bottles must be labeled with a readable bar code containing the NDC/UPC number. Bottles must not be shrink wrapped.
