SOURCES SOUGHT ANNOUNCEMENT The United States Air Force, 763d Enterprise Sourcing Squadron (763 ESS) is seeking sources for the contemplated requirement for Air Mobility Command Directorate of Communications (AMC/A6) Airborne Communication and Information Support Services (Airborne). CONTRACTING OFFICE ADDRESS: 763 ESS, 510 POW/MIA Drive, Suite E1004, Scott AFB, IL 62225 INTRODUCTION: This is a Sources Sought to determine the availability and technical capability of industry to provide all required services and to allow for questions/comments regarding this requirement. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND HQ AMC/A6NA requires Commercial Satellite Communication (COMSATCOM) Engineering, Information Assurance Engineering and technical support services for aircraft and ground support communications and information programs. Airborne Communication and Information Support Services will provide the capability to develop and provide engineering and technical support services for aircraft and ground support communications and information programs. Required services include: evaluation of technical approaches; requirements analysis; drafting specifications; software and hardware supportability and maintainability analysis; real-time software design and analysis; support operational and mission requirements definition; joint interoperability needs assessment; test, certification and accreditation; and other areas related to airborne system architectures. These services encompass direct communications support to the nation�s most senior leaders while airborne. Acquisition History: Contract Number: FA4452-18-F-0097 Contract Type: Firm Fixed Price Incumbent and their size: RiverTech LLC (Small) Method of previous acquisition: 100% SB set aside utilizing GSA OASIS SB Pool 1 vehicle REQUIRED CAPABILITIES: The 763 ESS is interested in the identification of capable sources for a contemplated contract to provide all Airborne Support necessary to fulfill this requirement. HQ AMC/A6NA requires satellite communications, systems engineering, program management, cyber security, and Air Force acquisition and contracting support services to directly manage aircraft and ground communications and information programs. These services encompass direct communications support to the nation�s most senior leaders while airborne. Customers include: President of the United States, Vice-President of the United States, First Lady of the United States, Secretary of Defense, Secretary of State, Joint Chiefs of Staff, Service Chiefs, Combatant Command commanders, Congressional Delegates, and other senior leaders as appointed/approved. Aircraft/Systems supported: VC-25A, VC-25B, C-32A, C-37A/B, C-40B/C, PMA-274 aircraft including VH-3, VH-60, VH-92, PMA-271 aircraft including E-6B, USSTRATCOM aircraft including E-4B, tactical VIP communications systems, and supporting network infrastructure. Requirements are described in the attached Draft Performance Work Statement (PWS) and actual tasks may change prior to solicitation. Capability information should include a brief description of experience in providing requirements similar to those described in the attached Draft PWS and at a minimum should include: (A) Provide examples of your company's experience providing engineering and technical satellite communications support and knowledge of satellite communications fundamentals. (B) Provide examples of your company's experience providing systems engineering support for aircraft and ground support communications and information programs. (C) Provide examples of similar IT Program Management support staff services that you have provided in the past, including assisting Program Managers with acquisitions & program support activities, as well as circuit management and your specific roles in those projects. (D) Provide examples of how you identify, recruit, and retain qualified candidates (E) Provide information about the qualifications and certifications of your IT Program Management support staff, including any relevant industry certifications and experience with IT Infrastructure Library (ITIL), IT Service Management (ITSM), Program Management Book of Knowledge (PMBOK) and using ServiceNow for project tracking. (F) Provide examples of your company�s experience with managing an Enterprise-level Information Assurance security program: Initiating, developing, and maintaining a system�s Assessment and Authorization (A&A)/Risk Management Framework (RMF) package throughout a system�s life cycle. (G) Provide examples of your company�s experience and knowledge with system and IA vulnerability management and reporting tools, such as, Assured Compliance Assessment Solution (ACAS), Security Content Automation Protocol (SCAP), Security Technical Implementation Guides (STIGs), and Enterprise Mission Assurance Support Service (eMASS) system. (H) Provide examples of your company�s technical experience and knowledge using security tools, such as, McAfee Endpoint Security (ENS), Nessus Agent, STIG Viewer, Splunk, Palo Alto and Solarwinds. (I) If your business is classified as a small business, provide a brief statement of how your organization can provide a minimum of 50 percent of the work. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). The capability package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. Capability packages should be limited to no more than ten pages. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The anticipated North American Industry Classification System (NAICS) code for this acquisition is 541611� Administrative Management and General Management Consulting Services. The small business size standard is $25.5 million. To assist the 763 ESS in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, interested parties are encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirement areas contained herein. This includes responses from qualified and capable small businesses, small-disadvantaged businesses, service-disabled veteran owned small businesses, women-owned small businesses, HUBZone small businesses, and 8(a) companies. You should provide information on how you would envision your company�s areas of expertise and those of a proposed JV/partner would be combined to meet the specific requirements contained in this announcement. To make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company�s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses should include: 1) Business name and address; 2) Name of company representative and their business title, telephone number, e-mail address; 3) Commercial and Government Entity (CAGE) Code; 4) SAM Unique Entity Identifier (UEI) 5) Anticipated teaming arrangements and CAGE Code (if applicable). 6) Identify any major risks or unknowns that would hinder your ability to meet the requirement 7) Please indicate if there are any requirements that are too restrictive or not traditionally available in the marketplace? Any requirements that should be changed based on industry standards change? 8) Any comments/concerns relating to the requirement or NAICS Code. 9) Business size and socio-economic status. 10) Interested businesses should submit brief capabilities (Government or commercial) as it relates to supporting the above requirement to include the following: a. Contract number b. Title and a brief summary of the objective of the effort c. Contracting agency or firm (Government or commercial) d. Value of the contract(s) and Period of Performance e. Type of contract(s), i.e., fixed price, cost reimbursement, labor hour f. NAICS code/small business size standard. The capability package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to a company, or to contact a company for clarification of any information submitted in response to this request. Capability packages should be limited to no more than 10 pages using 10-point font or larger. Published literature may be any number of pages.
