ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY."" 1.0 INTRODUCTION This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities. The result of this market research will contribute to determining the method of procurement. The Naval Air Systems Command, (NAVAIR) Patuxent River, Maryland, Air Anti-Submarine Warfare Systems (ASW) Program Office (PMA-264) has the requirement for Fiscal Years (FY) 2024 through 2027 to procure air-deployed sonobuoys capable of conducting underwater acoustic communications (ACOMMS). The ACOMMS prototyping requires modified AN/SSQ-125 (variant) sonobuoys capable of transmitting underwater communications waveforms. The desired ACOMMS prototype sonobuoy requires the AN/SSQ-125 (lower) and the AN/SSQ-125A (upper) to support the integration of the government provided waveforms. Non-Recurring Engineering (NRE) funds will NOT be available. Products planned to be procured: AN/SSQ-125 (variant) ACOMMS prototype sonobuoys Initial procurement Quantity in FY23 is anticipated to be up to 36, FY24 is anticipated to be up to 36. Follow-on procurements are anticipated to be up to 108 per year for an anticipated total of up to 400 over the FY24-FY27 Period of Performance. It is anticipated that the resultant contract will be Firm Fixed-Price. To ensure compatibility with existing and future AN/SSQ-125A Anti-Submarine Warfare sonobuoys, the ACOMMS prototype sonobuoy will be required to meet the ACOMMS performance specification while maintaining general AN/SSQ-125/125A performance, such as reliability, service conditions, electrical, mechanical, acoustic, safety, environmental, product assurance, packaging, marking, and operating requirements in accordance with the Production Sonobuoy Specifications (PSS). Requests for the AN/SSQ-125/125A and ACOMMS performance specifications and associated documents shall be submitted via e-mail to Kristin Recio at kristin.a.recio.civ@us.navy.mil. 2.0 BACKGROUND Sonobuoys are electro-mechanical sensors designed to relay underwater sounds associated with submarines to sophisticated remote processors principally on the P-8A and MH-60R aircraft and from surface ships, if equipped. Sonobuoys are either passive or active sensors. Passive sensors are designed to detect, localize, and track submarines. Active sensors transmit pulses into the water to help facilitate detection, localization, and tracking. All sonobuoys are expendables stored in sealed containers until launched and are utilized to detect acoustic emissions or reflections from potentially hostile submarines. Air-launched buoys employ a parachute to retard their descent, provide descent stability, and to reduce shock from impact with water. ACOMMS prototype sonobuoys are considered an active sensor capable of transmitting acoustic communications derived from P-8A aircraft operators. 3.0 REQUIRED CAPABILITIES Potential vendors will be required to possess or acquire fully qualified production-ready AN/SSQ-125A upper design(s) and capability to productionize in FY23. A fully qualified production-ready design is defined as either a design that has been or is currently being delivered to the Government OR a design that has received a letter from the Government declaring the design as qualified. Potential vendors will have the capability to combine their AN/SSQ-125A (upper) with a production, government provided, AN/SSQ-125 (lower) and incorporate government provided waveforms. Fully functional deliveries must be provided within ninety (90) days of contract award/option exercise. Further, the Government will NOT pay a new business entering the market for the costs incurred to develop the ACOMMS prototype design. Final Sonobuoy assembly is required to be in the United States. Interested vendors must have experience with STANAG 4718 (ANEP 96), including the Command Message Format (CMF) for the download of waveforms to the AN/SSQ-125A. 4.0 SPECIAL REQUIREMENTS The ACOMMS prototype acquisition may require access to classified information, up to and including the SECRET level, in accordance with OPNAVINST 5510.13H. The contracted effort will require a Security Clearance classification of SECRET. Some contracted effort may require SECRET storage. Businesses should be compliant with Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) Level III with regard to software development and system integration (hardware, software, testing, and project management). 5.0 ELIGIBILITY 10 United States Code 4864. Miscellaneous limitations on the procurement of goods other than United States goods. The Product Support Code (PSC) for this requirement is 5845. The North American Industry Classification System (NAICS) code is 334511. The proposed acquisition will include a Conflict of Interest Solicitation provision and Contract Clause as set forth in FAR Subpart 9.5. All interested contractors must be registered in the System for Award Management (SAM) government website at www.sam.gov to be eligible for award of Government contracts. Only interested firms who are capable of providing the supplies and services noted in this notice and can meet these requirements are invited to respond to this notice. The Government will not reimburse participants for any expenses associated with their participation in this notice. 6.0 SUBMITTAL INFORMATION It is requested that interested vendors submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating the capability to meet the requirements of this notice. This documentation must address, at a minimum, the following: A company profile to include Company name, business size under North America Industry Classification System (NAICS) Code 334511, office location(s), Point of Contact (POC) name, phone number, email address, Commercial And Government Entity (CAGE) code, and Unique Entity ID (UEI). Include a brief description of any applicable contracts relating to the services described herein. Prior/current industry experience of similar size and scope involving AN/SSQ--125 and AN/SSQ--125A sonobuoys prototyping efforts. Address the proposed management approach to staffing the effort with qualified personnel to integrate the government provided waveforms into the AN/SSQ-125A (upper). Include corporate management policies, quality certifications, the experience level of currently employed personnel to be assigned tasks under this effort and data rights associated with the waveform integration. Provide documentation of the company's ability to begin performance immediately upon contract award projected in FY23. The documentation shall include a detailed plan and estimated schedule(s) showing the company�s ability to begin performance at contract award with an initial delivery of 36 ACOMMS capable buoys ninety (90) days after contract award and/or exercised option(s) for future deliveries.� Include any deviation or impact on the current AN/SSQ-125A Production Representative Model (PRM) assembly line, if applicable. Provide documentation to show the vendor is able to meet the Required Capabilities, Special Requirements, and Eligibility of this notice. Media: Submissions should be in Adobe PDF.
