Sources Sought and Notice of Proposed Contract Action � The United States Army Regional Cyber Center - Europe (RCC-E) Information Technology Support Services PLEASE NOTE THAT THIS REQUIREMENT IS BEING COMPETED UNDER A SUBJECT TO AVAILABILITY OF FY 2023 FUNDING. FAR 52.232-18 AVAILABILITY OF FUNDS (APR 1984) APPLIES. Funds are not presently available for this task order. The Government's obligation under this task order is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this task order and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Description The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Fort Huachuca Division intends to award a sole-source contract under the authority 10 U.S.C. 2304c(b)(2) as implemented by FAR Part 16.505(b)(2)(i)(B) � Only one awardee is capable of providing the services required at the level of quality required because the services� are highly specialized and located Outside the Continental United States. �Peraton, INC., is the incumbent to the existing cost-plus fixed fee task order, FA873215D0046/W91RUS19F0248 and physically located at 12975 Worldgate STE 7322, Herndon, VA 20170-6008. Modification Period of Performance Extension Period: 19 July 2023 to 18 January 2024 Option Period: 19 January 2024 to 18 April 2024 Scope This acquisition is for non-personal services for United States Army Regional Cyber Center - Europe (RCC-E). The types of services required are divided into two major service areas: Defensive Cyberspace Operations (DCO) Support Services, and Department of Defense Information Network Operations (DODIN) Support Services. Justification Requirements In accordance with FAR 16.505(b), a justification for this action will be made publicly available within 14 days after contract award. Notice of Contract Action Responses The North American Industry Classification System (NAICS) code is 517111. This Sources Sought and Notice of Intent to award a Sole Source Contract is not a request for competitive proposals. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified regarding the assessment of the information received. Interested parties may express interest and provide a capability statement based on the attached Draft Performance Work Statement (PWS) no later than 8 March 2023 5:00 PM Eastern. Please describe your recent experience (within the last three years) in supporting similar Outside Contiguous United States (OCONUS) efforts in size (approximately 100 FTEs supporting approximately 40,000 customers across multiple continents), complexity, and scope supporting Department of Defense (DOD) organizations in European and African Theaters. Your experience shall discuss your understanding of the Technical Expert Status Accreditation (TESA) and successfully gaining approval through that process in a quick and timely manner for full staffing within a 30-60 day phase-in transition; your experience and in-depth understanding of the Germany Department of Defense Contractor Personnel Office (DOCPER) TESA process as well as how the staff will be maintained under TESA requirements and approval timelines; your experience with obtaining authorization from the German Government; and your experience with logistical support mandates to include tax considerations. Please provide a rough order magnitude for the phase in costs.
