Description
This Request for Information (RFI) is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1. The Federal Aviation Administration (FAA) is currently planning the release of a final Screening Information Request (SIR) in the fourth quarter of FY2023 for the hardware, software, and services to support testing, installation, integration, and configuration of the Field Lighting System (FLS) into the legacy Runway Status Lights (RWSL) system.� The FAA intends to award a single contract from that SIR. In advance of the Final SIR release, the FAA is posting this Draft SIR for Industry information and comments or questions.� The FAA is requesting potential offerors who are interested in pursuing this opportunity, in a prime contractor capacity, to submit a notice of intent to the Contracting Officers listed below.� A notice of intent is requested whether or not comments to the Draft SIR are provided to the FAA.� Failure to submit a notice of intent or respond to questions does not preclude a vendor from submitting a proposal to a future SIR. This is a RFI and not a Screening Information Request (SIR) or Request for Offer (RFO) of any kind. Responses to this RFI will be used for informational purposes only.� The FAA is not seeking or accepting unsolicited proposals.� The FAA will not pay for any information received or costs incurred in preparing the response to this RFI. Any costs associated with this RFI submittal is solely at the interested vendor's expense.� Purpose The purpose of this RFI is to solicit industry feedback on the following RWSL FLS RCP Draft SIR sections: Section B: Schedule of Supplies and Services Section C: Statement of Work Section F: Deliveries or Performance Section L:� Instructions, Conditions, and Notices to Offerors Section M:� Evaluation Factors for Award Attachment J-1: FAA E-3001 - RWSL Performance Specification Attachment J-2: FAA E-3002 -� RWSL FLS Performance Specification Attachment J-3: FAA-G-2100J - Electronic Equipment, General Requirements Attachment J-4: FAA-STD-019f � Lighting and Surge Protection, Grounding, Bonding, and Shielding Requirements for Facilities and Electronic Equipment Instructions for Submittals Submissions must be submitted electronically in Microsoft Office format, Times Roman Font size 12.� If submissions are posted in portable document file (PDF) format, a Microsoft Word version of the responses must also be provided.� All responses to this RFI must be in writing.� Interested parties are hereby requested to submit their questions/comments to the Draft SIR documents via the enclosed Question/Comment matrix (Draft SIR Attachment 1) no later than March 16, 2023 by 4:00PM EST. The completed matrices must be submitted to Contracting Officers, Krystalyn Wacyra at krystalyn.wacyra@faa.gov and Patrick Weare at patrick.weare@faa.gov. All questions and communication related to this procurement are to be submitted via email utilizing Question/Comment matrix (Draft SIR Attachment 1). The FAA does not intend to post responses to industry questions or return responses. However, the FAA reserves the right to post publicly responses to industry questions, if deemed necessary. The FAA intends to utilize information provided in response to this RFI in finalizing the RWSL FLS Final SIR.� Any proprietary or confidential information contained in the RFI question/comment submissions should be appropriately marked.� Please direct any inquiries regarding this RFI to Krystalyn Wacyra at krystalyn.wacyra@faa.gov, with copy to Patrick Weare at patrick.weare@faa.gov.
