PRESOLICITATION NOTICE � W9127822R0015 � DESIGN BUILD CONSTRUCTION IDIQ MATOC IN SUPPORT OF THE DEFENSE HEALTH AGENCY PROGRAM, CENTRAL REGION The U.S. Army Corps of Engineers, Mobile District (SAM), intends to issue a solicitation for Design-Build Construction and Repair in Support of the Defense Health Agency (DHA) program for the Central Region. Location/Area:� Central Region � States of Arkansas, Iowa, Kansas, Louisiana, Minnesota, Missouri, North Dakota, Oklahoma, South Dakota, and Texas This is a Two-Phase Best Value Tradeoff solicitation for offers of a Firm-Fixed Price (FFP) Multiple Award Task Order Contracts (MATOC) for DB Construction projects within the Central geographic region of the United States.� This is an unrestricted solicitation with a small business reserve. The Phase 1 solicitation will be available on or about 17 March 2023 at Procurement Integrated Enterprise Environment (PIEE) website https://piee.eb.mil. Proposals will be due within 30 days from issuance of the solicitation. It is the Offeror�s responsibility to monitor the PIEE Solicitation module/site for solicitation, amendments, etc. INSTRUCTIONS ON SENDING ELECTRONIC OFFEOR PROPOSALS: Electronic copies of each volume shall be submitted through the PIEE Solicitation Module at https://piee.eb.mil/. Proposals submitted by mail or hand carried will NOT be evaluated. Proposals sent through proprietary or third party file transfer protocol sites or DoD SAFE will NOT be retrieved. It is the responsibility of the Offeror to confirm receipt of proposals. All proposals received after the exact time specified for receipt shall be treated as late submissions and will not be considered except under facts and circumstances allowed by the Federal Acquisition Regulation (FAR). For instructions on how to post a proposal at PIEE, please refer to the attached documents. SOLICITATION DOCUMENTS will only be available at PIEE (solicitation and amendments), and ProjNET (RFIs, drawings and specifications). The NAICS code that will apply to projects under this MATOC will be NAICS 236220. The size standard is $39,500,000.00. A single solicitation will be issued covering both phases. Proposals will be evaluated in Phase 1 to determine which Offerors will submit proposals for Phase 2, and an amendment will be issued to those selected Offerors. Selection of Offerors for involvement in Phase Two will be based on technical approach and performance capability. The minimum guarantee for this MATOC is $5,000.00. Individuals projects under this contract will be awarded by task order. The MATOC duration will be five (5) years. The request for information (RFI) process for bidder inquiries during the advertisement period will be through ProjNet internet based system, and specifics will be contained in the solicitation package available exclusively at PIEE. Other forms of communicating RFIs to the Government will not be honored. All bid forms, bid bonds, and other normal documents required for bid submittal, including amendments to the bid submittal, shall be in electronic format with the proposal. The solicitation will be in .pdf format and requires Adobe Acrobat Reader, which may be downloaded free of charge at http://www.adobe.com/products/reader. All prospective contractors and their subcontractors and their suppliers must be registered in SAM.gov.� Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM. If the Offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. Estimated Dollar Value of Requirement:� MATOC shared capacity is $249,000,000.00.
