Description
NOTICE OF INTENT TO CONTRACT WITH A SINGLE SOURCE: The Federal Aviation Administration Academy, intends to award a single source contract to Wenzel Associates, Inc. Austin, TX for proposed procurement of Stable Local Oscillators for ASR-8 RF Input Redesign Modification. In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA. This procurement is considered to be single-sourced to Wenzel Associates, Inc. based on the following: �The ASR-8 input RF sections consist of the Receiver Coherent Oscillator, the Receiver Stable Local Oscillator (ST ALO), the Receiver Exciter and the Transmitter RF Driver. DMSMS reports, along with personnel from the AJW-L ASR-8 Repair shop, report that many of the components that make up these four LRUs are obsolete and have no substitute sources of manufacture. AJW-1433 performed an engineering study to provide a solution to the obsolescence issue in the ASR-8 RF input section. A part of the recommended solution from the engineering study is to get Crystal Oscillators to replace the obsolete components within the STALO. A survey of Crystal manufacturers was performed during the engineering study, The result of the market analysis determined that Wenzel Associates was the only manufacturer that has off the shelf crystal oscillators that provided the proper amplification and frequency stability required for the design of this project. Off the shelf products were verified through multiple oscillator manufacturers and the frequency band is above the capability of most vendors. The ones capable of developing the frequency were just the crystal portion that would require development of a circuit board and electronic circuits to power and provide proper amplification. This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to Wenzel Associates, Inc. Austin, TX and is not available for full and open competition.
