Description
The Office of the Chief Information Officer (OCIO), High Availability Enterprise Services Division (HAES) has a need for supporting NOAA�s High Availability Enterprise Services Division mission critical Information Technology services. The High Availability Enterprise Services Division (HAES) within OCIO provides one of the largest Information Technology Enterprise wide services for both NOAA (all Line Offices) and the Department of Commerce (DOC). These services include: ? Identify, Credential, and Access Management (ICAM) ? Public Key Infrastructure (PKI) ? Enhanced Security Administration Environment (ESAE) ? NOAA Enterprise Active Directory (NEAD) ? NOAA Big Fix Services (NBFS) ? CyberSecurity - Information System Security Officer (ISSO) ? Cloud Engineering (Azure, AWS, GCP) ? Continuous Diagnostic Mitigation (CDM) The NOAA HAES Division is seeking Information Technology Professional Services to provide design, system analysis, development, integration, implementation, security, network services, data/records management, engineering, system administration, end user support, project management, web development, and programming skill sets. The HAES program is a multifaceted enterprise Information Technology service that focuses on multiple enterprise IT disciplines that intersect with Identity management. This new scope or set of ICAM requirements and program maturity, NOAA is working to realizing cost advantages by centralizing independent identity support services under the OCIO and adhere to meet the following Federal Executive mandates, directives, and NOAA initiatives: ? Meet Federal Executive and Cybersecurity and Infrastructure Security Agency�s (CISA) memo�s/directives/policies for both NOAA and DOC; ? M-19-17: Enabling Mission Delivery through Improved Identity, Credential, and Access Management; ? M-22-09 Federal Zero Trust Strategy principles; ? Multi Factor authentication implementation and deployment; ? CISA Zero Trust Maturity Model - Identity (https://www.cisa.gov/zero-trust-maturity-model) design, develop, and implement; ? DHS Continuous Diagnostic and Mitigation (CDM); ? Develop, implement, and support NOAA�s Active Directory consolidation; ? Develop, implement, and support NOAA�s cloud adoption with Amazon, Google, and Microsoft cloud services; ? Implementing governance, integrated processes and effective change management; ? Web content management; and ? Customer/end user experience and support Additionally, meeting these new requirements will ensure achieving NOAA�s cybersecurity mission: to protect and defend the use of cyberspace from cyber-attacks, and to protect NOAA information and information systems from unauthorized access, use, disclosure, disruption, modification, or destruction.
