- Description
- The U.S. Army Corps of Engineers, New England District (NAE) is issuing this Sources Sought Announcement for Construction Services at the Stamford Hurricane Barrier located in Stamford, Connecticut. This announcement is to determine interest, availability and capability of Small and Large Business concerns for this project.� The NAICS code for this procurement is 237990 with a size standard of $45M (marine construction).� The project may be issued in calendar year 2023, and the Government anticipates the period of performance to be 30 days or less.� If the gate is taken offsite, the period of performance may be extended. The estimated construction cost is between $1,000,000.00 and $5,000,000.00. For this effort, the work involved is expected to include disconnecting the linkage arms or removal of the hurricane barrier gate. The lifting arms are connected to the both the hydraulic cylinder and barrier gate with �removable pins.� The gate itself is connected to the barrier via bottom hinge components that have removable pins as well. ��The gate weighs approximately 215 tons (+/- 90�x36�x6�), and each lifting arm weighs approximately 8 tons.� Once the gate is disconnected to the lifting arms, the Contractor will be required to lower the gate at a controlled speed by use of an overhead hoist or crane. If the gate is removed and disconnected from the bottom hinge components, the Contractor shall be responsible for transport and placement of the barrier gate to an approved offsite storage location that would be coordinated by the contractor with USACE. Underwater observation and inspection may also be required in this contract. In order to complete this work, the Government anticipates that the Contractor would need to mobilize a barge and crane to the site, and that both operations would need to be completed by water.� This work is located within the East Branch of Stamford Harbor in Connecticut. The depth of this channel is -12 MLLW (mean lower low water). This Solicitation may be posted for a condensed period in accordance with FAR 6.302-2 Unusual and Compelling Urgency. If solicited under FAR 6.302-2, please be advised, a condensed period for submission of payment and performance bonds, expedited issuance of a notice to proceed, and an accelerated mobilization schedule would be required. If this solicitation is issued in accordance with FAR 6.302-2, a Justification and Approval will uploaded to the Government Point of Entry after award. Interested firms should submit a capabilities package to include the following:� business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above.� Please include at least two specific examples of the firm�s experience performing the work requirements stated above, and provide answers to the following questions: Do you have any prior experience working on a hurricane barrier? If so, what was the project and what role did your company have on the project? Do you have any experience specifically related to the gate of a hurricane barrier? If not, do you have any experience with something similar to a hurricane barrier gate? Do you have any experience working in a marine environment on a floating plant or barge? Do you own any of the necessary equipment to complete this work? Where is that equipment typically located? How long might it take to mobilize equipment to the site? The projects must have been performed within the last seven years.� Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror�s effort and their experience must also have been performed within the last seven years.� Proof of bonding capability is required.�� Responses are limited to twenty pages.� Responses are due by March 7, 2023.� Responses should be emailed to: Elizabeth Glasgow at elizabeth.k.glasgow@usace.army.mil.
