- The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 20 (NCO 20) is conducting a market survey/sources sought notification and is seeking potential sources for an This Sources Sought Notice is issued for information and planning purposes only. This is not a solicitation or a request for proposal and shall not be construed as an obligation or commitment by the Government. An award will not be made on any offers submitted in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will in no way be bound to this information if any solicitation is issued. VA Primary Care Analytic Team (PCAT) Productivity Project Statement of Work FY23 The goals of this project will be to complete development of, pilot-testing, and designing support for a holistic measure for assessing clinic-level productivity in Veterans Administration Community-based Outpatient Clinics (CBOCs). The measure integrates investments in team care as its main input, and clinical quality, access to care, patient experience of care, and size of the clinic s patient population as outputs. The measure is intended to help clinics by pinpointing areas of inefficiency and suggesting options to improve productivity. The project has eight specific aims and tasks. Vendor will assist a team of VA economists and primary care clinicians and administrators to refine and verify the preliminarily pilot-tested measure. This will involve using mathematical assumptions made and parameters set within the Data Envelopment Analysis (DEA) approach as the VA team continues to test the effects of these on measure results. Vendor will scan relevant literature on the DEA approach. Vendor will assist the VA team in choosing a sample of three test sites (CBOCs) based on explicit criteria. Vendor will design and test training and educational materials to help support clinicians, ancillary health care staff, and clinic administrators to interpret the outputs of the productivity measure for their clinic. To this end, VA will assemble the productivity data and additional useful detailed data on key site characteristics for three test sites, while the Vendor will integrate this data into a lab-test type reporting format for presentation to the primary care leads. Vendor will also produce a user support manual documenting the approach and materials. Vendor will accompany VA PCAT team members on three in-person site visits to record qualitative reactions and comments and to assist with showing the productivity report to primary care leads. Vendor will collaborate with VA PCAT team to develop and test semi-structured qualitative interviews to assess the accuracy, validity, and potential usefulness of the measure to VA primary care clinic leaders and local healthcare system (medical center) leaders. Vendor will administer 25 of semi-structured virtual qualitative interviews across the 3 sites. Vendor will qualitatively analyze the results of the interviews, using rigorous techniques (including the DEA approach). Vendor will draft a manuscript that describes the findings of the study for submission to a health care journal as well as additional forms of dissemination (e.g., virtual meeting presentations, such as for VA leadership or standard VA teleconferences). Proposed Staff and roles: Project Lead is needed to develop and pilot test educational materials, assist with presentations, help draft final manuscript; needs to be familiar with DEA approach. Project Coordinator is needed to coordinate all aspects of project, develop qualitative interview protocols, assist with qualitative interviews, conduct qualitative analysis of interviews results, lead preparation of deliverables, and lead a manuscript on the qualitative results. Library/Literature Support Staff is needed to provide technical support for literature review and with development of user support manual and creation of interview materials. DEA Experts are needed to assist PCAT team with site selection, review mathematical and statistical assumptions driving calculations within the measure, including assumptions about site equivalence, timing of collection of data on measure components, boundaries of component measures (i.e., consideration of constant and variable returns to scale); and to oversee survey design and qualitative analysis of interview results Project Support staff is needed to assist with refinement of measure, interview design, administration (including transcription of the interviews) and final data analysis.
