- THIS IS A NOTICE OF INTENT, NOT A SOLICITATION FOR COMPETITIVE PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health intends to negotiate on a sole source basis with EAC Health and Nutrition, LLC for Science Writing Services. Background The U.S. Departments of Health and Human Services (HHS) and Agriculture (USDA) work together to update and release the�Dietary Guidelines�for Americans (Dietary Guidelines) every five years which provides evidence-based food and beverage recommendations for Americans across the lifespan. The Office of Disease Prevention and Health Promotion (ODPHP) serves the lead role for HHS and the Center for Nutrition Policy and Promotion (CNPP) serves that role for USDA. Each edition of the�Dietary Guidelines�reflects the current body of nutrition and is based on a scientific report developed by a Dietary Guidelines Advisory Committee along with input from federal agencies, and public comments. The two Departments are in the process of forming the 2025 Dietary Guidelines Advisory Committee (DGAC), which will provide independent, science-based advance and recommendations to be considered by HHS and USDA in the development of the next edition of the Dietary Guidelines. The DGAC will be formed under and governed by the Federal Advisory Committee Act (FACA), which provides legal requirements for the information and use of Federal advisory committees. This includes publicly available meetings during their two-year term. HHS and USDA will appoint approximately 20 scientific experts to develop the Scientific Report of the 2025 Dietary Guidelines Advisory Committee (Advisory Report). A team from both Departments will use the recommendations from the Advisory Report to develop the Dietary Guidelines for Americans, 2025-2030. ODPHP will partner with the NIH Office of Program and Employee Services, Business Services Branch to provide a lead point of contact to assist with logistics and all meeting details for all DGAC meetings. Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). �If you believe you can provide the items or services requested, all responsible sources may submit a capability statement, which shall be considered by the agency, to the Contracting Officer, Sharmaine Fagan, at� Sharmaine.fagan@nih.gov referencing notice number NIHOLAO-OD3-NOI-022623 by� 10:00A.M. on March 1,2023.� A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation.� No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Dietary Guidelines Advisory Committee (2023-2024) Statement of Work for Science Writer Purpose The purpose of this Statement of Work is to provide logistical and other meeting support services to the DGAC to deliberate and develop the Advisory Report. This includes the following: A science writer with editorial expertise to assist with document(s) development. Public DGAC Meetings: The DGAC will require support for a minimum of three (3) meetings in 2023 and three (3) meetings in 2024 with one (1) additional optional meeting for either 2023 or 2024 based on the needs of the DGAC. The DGAC will meet throughout calendar years 2023 and 2024 to deliberate and develop the Committees� Advisory Report. All meetings will be held in person at �Rockville, Maryland with the option of virtual attendance. Below is the tentative schedule of DGAC meetings. Dates have not been confirmed nor made available to the public. Meeting 1:���������� TBD 2023 / TBD 2023 Meeting 2:���������� May 2023 Meeting 3:���������� September 2023 Meeting 4:���������� January 2024 Meeting 5:���������� May 2024 Meeting 6:���������� October 2024 Meeting 7: ��������� (Optional Meeting in 2023 or 2024 based on DGAC needs) Science Writer A support contract will be required to include a science writer with editorial expertise who will provide services for writing and developing the Scientific Report of the 2025 Dietary Guidelines Advisory Committee and Dietary Guidelines for Americans 2025-2030. Services will include the development of an outline, drafting introductory and organizing material, scientific writing and editing for style, clarity, voice, and flow, in addition to providing final copyedits. Scope The scope of services for which this price quote is being requested is for planning, logistical and support activities that must take place before, during, and after each DGAC meeting over a period of three years. DGAC Meetings to be held All DGAC meetings (typically 2-3 days in length from 8:00AM - 5:00PM ET) will include time for subcommittee breakout meetings, which are not open to the public. The Committee meetings are all open to the public by webcast. All DGAC meetings will require: Payment Services for a Government selected Science Writer. Requirements Science Writer The Contractor shall pay a Government selected science writer with editorial expertise will provide services for writing and developing the Scientific Report of the 2025 Dietary Guidelines Advisory Committee and Dietary Guidelines for Americans 2025-2030. The contract will begin in January/February 2023 and end by December 2025. Services will include the development of an outline, drafting introductory and organizing material, scientific writing and editing for style, clarity, voice, and flow, in addition to providing final copyedits. The science writer will attend all DGAC meetings and Dietary Guidelines writing meetings as deemed necessary by the DFO. The science writer will also be expected to attend subcommittee/chapter meetings as necessary. The Government point of contact for the science writer will be the DFO. Finally, the Contractor shall submit a monthly summary of hours worked by the writer/editor to the NIH COR before submitting the invoice for payment. (It is estimated 1200 -1500 hours will be needed for the Advisory Report and Dietary Guidelines) �Period of Performance Period of performance is from date of the contract award through calendar year 2025. The Government may exercise options to extend the period of performance in accordance with FAR 52.217-9, upon written notification by the Contracting Officer within thirty (30) days of contract expiration or within thirty (30) days of funds becoming available for that fiscal year.
