- SITE VISIT NOTICE Due to an impending snowstorm Monday, 27 Feb 2023 into Tuesday, 28 Feb 2023, we have added a tentative snow date of Wednesday, March 1st @ 10:00 am. An update will be posted Monday, 27 Feb 2023 afternoon, if site visit will indeed be pushed off by one day. Elizabeth Hawke is your Point of Contact for the site visit via email at: elizabeth.hawke@usda.gov.� ********************************************************** Amendment 0001 - See attached - Site Visit Added - 28 Feb 2023 - Updated Statement of Work - Updated Questions Due Date - 02 Mar 2023 -Updated Offer Due Date - 09 Mar 2023 ************************************************************ This solicitation will result in a Firm-Fixed Price contract to a single offeror determined to be responsive and responsible. Offeror must be registered in the System for Award Management (SAM) website: https://sam.gov. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. The solicitation document and incorporated provisions and clauses are those in effect through the date of posting. It is the Offeror's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/content/part-52-solicitation-provisions-and-contract-clauses. MUST provide a completed copy of the provision at 52.212-3, Offeror Representations and Certifications � Commercial Items with your offer. The proposed contract will be awarded to the Offeror that represents the Best Value (experience/quality/reliability, price, past performance, and equipment) to the Government. HOW TO SUBMIT OFFER: Due to current COVID 19 pandemic, offers will only be accepted via e-mail. Telephone, faxed or in person/mail delivery of offers will not be accepted. Offers are due via e-mail no later than Sunday 5 of March 2023 by 2359 hours EST. It is the Offeror�s responsibility to verify offer was received. Offer received after the due date and time shall not be considered. Paper copies of the amendments will NOT be individually mailed.� By registering to receive notifications on https://sam.gov, offerors will be notified by email of any new amendments that have been issued.� No other notification of amendments will be provided.� Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation.� FAILURE to acknowledge an amendment may result in your offer being considered unacceptable. The Government intends to select one contractor for this acquisition. However, the Government reserves the right not to award a contract at all, depending on the quality of the offers and prices submitted and the availability of funds. Rejection of Unreasonable Offers: The Government may reject any offer that is evaluated to be unreasonable in terms of program commitments, including contract terms and conditions, or unreasonably high or low in cost when compared to Government estimates, such that the offer is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program. Each response must clearly indicate the capability of the Offeror to meet all specifications and requirements. When submitting an offer it is very important that all offerors understand it is their responsibility to ensure they meet all requirements of the RFQ, not just those requirements stated in the specification such as terms and conditions, representations and certifications. The offer should not simply rephrase or restate the Government�s requirements, but rather shall provide substantiation as to how the offeror intends to meet the requirements. Offers will ONLY be accepted via e-mail. All other offers will be rejected. *********************************************************** This synopsis solicitation is issued as a Request for Quote (RFQ). FAR Part 13, Simplified Acquisitions Procedures, will be used.� A contractor may be eliminated from consideration without further exchanges if technical and/or pricing proposals are not among those Offerors considered most advantageous to the Government. This solicitation is 100% set-aside for total small businesses associated with NAICS 561730, size standard $8.5M. Period of Performance for the resultant contract will be base year with 4 option years upon contract award in accordance with all terms, conditions, provisions, and specifications of the solicitation.
