Description
The Bureau of Land Management-Utah State Office (BLM UTSO) intends to modify purchase order 140L5720C0001 with Juab County Sheriff's Office, 160 North Main Street, Nephi, UT 84648 (UEI KXVFLJF9GKJ8). The action will be an out-of-scope modification for Emergency Medical Services (EMS) at the Little Sahara Recreation Area (LSRA) in Juab County, Utah due to heavy visitation on major holiday weekends. This contract modification is for extraordinary EMS services, outside the scope of normal and routine department operations, for the BLM West Desert District (WDD) at the LSRA by responding to all calls for service and treat all applicable victims and injuries as directed by State and federal law and according to best industry practices on the public lands, waters, roads, and trails administered by the BLM at the Little Sahara Recreation Area. LSRA is 60,000-acre recreation area in Juab County, Utah. LSRA's popularity for Off-Highway Vehicle and sand dune recreation attracts over 250,000 visitors each year. LSRA typically receives heavy visitation on three major weekends, these weekends can see crowds of up to 30,000 people. Due to heavy visitation at the LSRA on weekends in the spring and fall, particularly holiday weekends, including Easter, Memorial Day, and Labor Day, additional staffing is required. The services requested by the BLM at LSRA are outside the scope of normal and routine law enforcement activities on the public lands. Requested services include but are not limited to dedicated and licensed EMS personnel assigned to the LSRA during the heavy visitation spring and fall recreation season weekends and whom have the capability to provide the jurisdictional needs to support BLM Law Enforcement Officers. A modification to contract 140L5720C0001 will be executed pursuant to Simplified Acquisition procedures and Other than Full and Open Competition as authorized by FAR 13.501. The anticipated award date is 3/31/2023. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the services listed above. Deadline date for the submittals is 3/14/2023 at 1100 Mountain Time. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The closing date for this notice is 3/14/2023 at 1100 Mountain Time.
