Description
The USGS is seeking the procurement of Atlassian Jira, and Confluence software. The Office of Communications and Publishing uses the COTS Atlassian Jira, Confluence, and Jira Service Manager products for day-to-day project management activities. The current version is called Server and these versions of all Atlassian products are no longer supported. To continue to use the software, OCAP needs to move to the Data Center versions of the products. OCAP relies heavily on these products for day-today operations and planning, working with developers, supporting customers, training content managers, and documenting products. The period of performance will be for one (1) year from date of award. The USGS is unable to award to any other source per OCIO Memorandum dated 09/09/2022. All Department of the Interior (DOI) employees will be required to use the Bison Support System (BSS) for all Service Management (SM) ticketing starting FY26. Pending this FY26 BSS Migration, USGS cannot purchase a new system that can provide ticketing and is required to maintain systems currently in place. Therefore, it intends to make an award to Atlassian Government at Carahsoft. Sole Source Justification States the Following Part: The Department of the Interior, United States Geological Survey, Office of Acquisition and Grants plans to contract by means other than full and open competition. This document sets forth the justification and approval for use of one of the exceptions to full and open competition allowed under the Competition in Contracting Act (CICA) of 1984. The Office of Communications and Publishing is requesting the purchase of Atlassian Jira and Confluence software suite licensing subscription, to include necessary security plugins. The licensing subscription is for 1 year, starting from the date of the transaction. The proposed action may be awarded without full and open competition under FAR 8.604-5. To our knowledge only one source remains capable of responding due to the unique or specialized nature of the work. Per OCIO Memorandum dated 09/09/2022, Department of the Interior (DOI) employees will be required to use the Bison Support System (BSS) for all Service Management (SM) ticketing starting FY26. Pending this FY26 BSS Migration, USGS cannot purchase a new system that can provide ticketing and is required to maintain systems currently in place. Availability of this requirement has been investigated with the result that only the Atlassian Jira and Confluence Software can meet USGS IT requirements. Market research (RFI 140G0123Q0077 issued on 02/10/2023) has shown that project management software provided by other vendors is not in compliance with OCIO Memorandum for Mandatory Use of Bison Support System. To our knowledge no other company offers rights or has ever been offered rights to the Atlassian Jira and Confluence software besides Atlassian Government at Carahsoft. Atlassian Government at Carahsoft acts as the sole vendor for Atlassian Jira and Confluence customers in the public sector. USGS is scheduled to move into a Bison Support System (BSS) in FY26. At this time, all ticket requirements will be moved to BSS for evaluation. Future software product requirements will be evaluated to see if it can be supported in BSS, or if the requirements will need to be split to develop an integration to support requirements.
