- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with: Carl Zeiss Microscopy, LLC 1 N Broadway STE 1501 White Plains, New York 10601-2335, United States The sole source justification is based on the following: The National Institute of Standards and Technology, Microscopy and Microanalysis Research Group (MMRG) performs fundamental research and develops metrology towards the compositional and morphological characterization of materials from the mesoscale to the nanoscale including electron, ion, and photon interactions with matter; detailed measurements, comprehensive analysis and modeling, and theoretical methods serve to advance microanalysis to address stakeholder needs in diverse areas of materials science. The MMRG is seeking an upgrade to an existing automated slide scanner that NIST is currently using in its particle analysis pipeline, that NIST has developed. The new automated slide scanner (AxioScan7) will be a direct replacement of the existing automated slide scanner (AxioScan.Z1, original equipment purchase)� and thus, must seamlessly integrate, in terms of file formats, low level process hand-shakes, application programming interface (API), comparable imaging platform (optoelectronic performance), and physical hardware configuration (e.g., sample holder fixtures), with the existing NIST particle analysis pipeline to perform microscopic scanning and image acquisition of samples under study. In addition, the scanner must have the requisite data interoperability (in the form of image file format, image quality, and image magnification comparability) to allow for integration into the existing analysis pipeline without additional system modification.� Market research determined that Carl Zeiss Microscopy, LLC is the only source for the required equipment and its maintenance service because Carl Zeiss Microscopy has developed the equipment and software. Given these facts, Carl Zeiss Microscopy, LLC. is the only source reasonably available to fulfill the requirement. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516- Analytical Laboratory Instrument Manufacturing with a size standard of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00 pm EST March 14, 2022, will be considered by the Government. Responses must be submitted via email to the Government point of contacts listed below. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
