- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both SAM.gov and NECO (https://www.neco.navy.mil/). The RFQ number is N0060423Q4026. This solicitation documents and incorporates provisions and clauses in effect through FAC 2023- 01 and DFARS Change Notice 01/31/2023. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 517111 and the Small Business Standard is 1500 employees. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Small Business Office concurs with the set-aside decision. The Fleet Logistics Center Pearl Harbor Regional Contracting Department requests response from Charter Communications LLC (DBA Spectrum) for providing the items listed below in its entirety: Continuous and uninterrupted cable service, 24 hours a day, 7 days a week for cable TV signal. Due to current restrictions on modifying, adding, and mounting fixtures and materials of any type on buildings designated as or within historical districts, cable TV service is the minimum requirement (satellite dishes are not acceptable). Please refer to FY23 Spectrum Cable Locations. Will provide list of locations and account number by email to sole source vendor. Period of Service is: 01 Mar 2023 to 29 Feb 2024 or earliest possible start date with a 12 month duration. Location: COMPACFLT Pearl Harbor, HI 96860 Submission Requirements: Quote shall include a detailed breakdown of the quoted prices. Additionally, quotes shall include a completed copy of 52.212-3 and its ALT I and 4.02 FAR 52.204-24 - Reps Regarding Certain Telecommunications Oct 2020 with quote. Payment will be made electronically through the Wide Area Workflow (WAWF) data system. Price: Quote shall include the total amount as well as the Monthly Price for CLIN 0001 and Amount for CLIN 0002 along with a breakdown of prices per service. The total CLIN amount must equal the monthly price times 12 months. To be considered technically acceptable, the Quoter must provide a quote with all requested services. Technical Acceptability will be rated on an acceptable or unacceptable basis using the definitions below. Technically Acceptable : Acceptable Offer clearly meets the minimum technical requirements of the solicitation. Unacceptable Ratings: Unacceptable Offer does not clearly meet the minimum technical requirements of the solicitation. System for Award Management (SAM). All quotes shall include price(s), a point of contact, name and phone number, business size. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. All responsible sources may submit a quote which shall be considered by the agency.
