***EDIT 27 FEB 2023: The bridge contract will include only a 120-day�period of performance.*** This pre-solicitation notice is hereby issued in accordance with FAR Part 5.203.� The purpose of this synopsis is to announce the Naval Undersea Warfare Center Division Keyport�s (NUWC Division, Keyport) intent to negotiate a Cost Plus Fixed Fee (CPFF) sole source bridge contract with Delphinus Engineering Corporation (Delphinus), located at 1510 Chester Pike, Eddystone, Pennsylvania, 19022.� This bridge contract will include a base period from 1 May 2023 to 30 May 2023 (30 days) and an option period from 31 May 2023 to 7 September (100 days).� The base period is intended to support a 30-day transition from the current bridge contract, N0025322C0003, to the award of the competitive procurement solicited via SeaPort-NxG.� The option period is intended to support a 100-day protest period, if needed. �The current contract expires on 30 April 2023. NUWC Division, Keyport intends to issue a solicitation to Delphinus under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to provide uninterrupted Industrial Support Services to the Undersea Weapons Department (Code 30) and the Undersea Systems Sustainment & Engineering Department (Code 40), including torpedo weapons defueling and teardown; managing and processing depot level repairable components; troubleshooting, repairing, and testing high priority Casualty Reporting items for the fleet; logistics support for the entire Intermediate Maintenance Activity workforce; and ensuring required parts and tooling are ordered and staged for planned and production work. �The planned period of performance includes a base period of 1 May 2023 to 30 May 2023 and an option period from 31 May 2023 to 8 September (100 days). The NAICS code for this acquisition is 541330, Engineering Services, with a small business size standard of $25,500,000.� A determination by the Government not to compete the proposed acquisition is based on the bridge contract nature of the procurement. This notice of intent is not a request for competitive proposals.� However, all responsible sources may submit a capability statement, proposal or quotation by 17 February 2023, which shall be considered by the agency.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received normally will be considered solely for the purpose of determining whether to conduct a competitive procurement.� Responsible sources may submit questions regarding this action to Julie Thomas at Julie.a.thomas58.civ@us.navy.mil.
