- Description
- The U.S. Army Corps of Engineers (USACE), Baltimore District (NAB) issues this pre-solicitation notice for a firm-fixed-price (FFP) design-build (DB) construction contract. This proposed procurement will be solicited on an unrestricted basis providing for full and open competition under NAICS 236220 ""Commercial and Institutional Building Construction"". Project Description: The Federal Government requires non-classified Design/Build (D/B) services to design and upgrade existing windows, doors and city scape for a secured federal building located along the National Mall Area, Washington DC. The project is exempt from District of Columbia's, State Historic Preservation Office (SHPO) and Historic Preservation Office (HPO). The secured federal building is approximately 1M square feet across 8 floors, and has approximately 340, 2-story tall, 5 feet wide by 22 feet tall openings within 2 feet deep alcoves with underfloor induction units. Building will remain occupied. Work will be performed nights typically 8pm to 6am. Work will be performed from behind an enclosed anti-climb engineered scaffold system. Occupied areas will be partitioned off from the construction area. The same federal building requires approximately 500 linear feet each of two (2) existing city streets at the intersection to move over and provide additional city scape area in front of the building. The redeveloped cityscape area will include sidewalks, streetlights, green area, interlocking granite stone plaza, new Americans with Disabilities Act (ADA) access, and physical security enhancements. The road work is to comply with local DC Government's Department of Transportation (DDOT) and Department of Environment (DDOE) requirements. The design includes street width, sidewalk width, and signal light variances requiring DDOT approval. In accordance with DFARS 236.204, the magnitude of construction is between $100,000,000 and $250,000,000. Construction).� Additional information in accordance with the statement of work will be included in the request for proposal (RFP) package. This will be a Two Phase Design-Build contract utilizing the best value tradeoff process. It is anticipated that Phase I will be released on or about 01 March 2023. The locations and nature of this renovation and retrofit work requires the contractor to have an active Top Secret (TS) Facility Clearance. At a minimum, the contractor's management and supervision personnel will hold active TS clearances. All personnel performing work under this contract will be United States citizens and sign non-disclosure agreements (NDAs). Perimeter security requires all to apply for and obtain an access badge through the Government. Interested PRIME CONTRACTORS are required to fill out a Statement of Affiliation (SOA) that will be issued with the Phase I solicitation. This document will be reviewed and approved by the security personnel; however, submitted through USACE. A foreign interest is defined as any of the following: A foreign government or foreign government agency; Any form of business enterprise or legal entity organized, chartered, or incorporated under the laws of any country other than the United States or its possessions; Any individual who is not a U.S. citizen; or Any form of business enterprise organized or incorporated under the laws of the U.S., or a State or other jurisdiction within the U.S. that is owned, controlled, or influenced by one of the entities described in a, b, or c above. If the interested contractor should possess any of the above they will be required to submit a statement/letter of mitigation in order to explain their foreign interest for further review and approval. SOA shall be submitted for approval no later than one week from the date the Phase I solicitation is issued to ensure approved SOA's can be included in the final Phase I proposal. Interested contractors shall anticipate up to a two week Government review/process of SOAs. While not required, interested Prime Contractors may submit SOAs for approval prior to issuance of the Phase I solicitation to Michael Pearson, Contract Specialist at email: michael.d.pearson@usace.army.mil Phase II of the solicitation will only be available to those offerors selected to advance to Phase II.
