- The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to solicit, negotiate, and award a firm fixed-price purchase order, on a sole source basis to Lansmont located in Monterey, CA, for�the Purchase of Precision Drop Tester. qty: (1) PDT Main Assembly P/N 102516-1-B, qty: (1) XL carriage P/N 102369-4-B, qty: (1) XL steel baseplate P/N 104390-1-B, qty: (1) 72 in. drop height tower P/N 102819-1-B, qty: (1) 110 VAC, single phase, 60 Hz power supply P/N 105754-1-B, qty: (1) DB25 extended cable, 10 ft P/N S530101-1, qty: (1) installation kit - steel baseplate version P/N 102262-1-B, qty: (1) Initiation service - drop tester - SVC-INI-PDT. Characteristics that limit the availability to one source are a minimum drop height of 1 inch, a maximum item weight of 500 lbs, a maximum drop height of 72 inches, a cradle size of at least 30 inches by 40 inches, a maximum total machine height of 120 inches, 110 or 220 Volt power supply, and height adjustment controlled by a handheld controller. Lansmont is the only manufacturer that has the large enough cradle size while still providing a drop height of 1 inch. No other manufacturer can meet the needs for the testing required by Packaging, Handling, Storage & Transportation (PHS&T). The constraints cannot change due to the limited lab space for the machine and the need to meet MIL-STD-3069. The Government does not own the data rights and a competitive drawing package for this effort is not available. NAWCADLKE intends to procure these items under the authority of 10 USC 2304 (c)(1), as implemented in FAR 6.302-1.� No solicitation package is available for this procurement. This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
