- The 502d Contracting Squadron is conducting market research to determine the availability of qualified, experienced, and interested companies capable of providing a broad range of work for real property maintenance, repairs, alterations and minor construction paving projects to include parking lots, streets, roadways, and driveways for military facilities on Joint Base San Antonio (JBSA), Texas under an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. This sources sought is for information and planning purposes only. The purpose of this sources sought is to gain knowledge of potential sources for this project including interested Small Business Sources. This notice is for planning purposes only. This is not a request for proposals and no contract shall be awarded based on this notice alone. There is no bid package or solicitation document associated with this announcement. Response to this RFI is strictly voluntary and will not affect any company�s ability to submit an offer if a solicitation is released. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract based on this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and Government�s use of such information. Submittals will not be returned to the sender. Respondents to this RFI maybe asked to provide additional information/ Details based on their initial submittals. Performance of Task Orders (TOs) will be issued under the general contract to include, but not limited to, tasks such as landscaping, excavation, trenching, backfill, earthwork, cast-in-place concrete, rigid pavement, Hot-Mix Asphalt Cement (HMAC) pavement and demolition to maintain, repair, and alter paving facilities. These projects pertain to real property across JBSA to include locations at: Lackland AFB, Randolph AFB, Seguin Auxiliary Field, Medina Annex, San Antonio Port Annex, Kelly Field Annex, Medical Center Annex, Fort Sam Houston and Camp Bullis. The magnitude of the individual task orders will be between $2,000 and $3,000,000.00. The ceiling for the IDIQ shall not exceed $30,000,000.00. which includes the combined total of all individual task orders placed against it. The work is required in support of the Base Civil Engineer. The contractor shall be required to furnish all labor, materials, equipment, and personnel necessary to develop workplans (where required), estimate, manage, procure, and accomplish the individual TOs awarded under this contract. Draft Summary of Work dated 23 Aug 2022 has been provided for review and reference. The contract work elements include, but are not limited to, the below listed items/tasks Paving & Concrete Miscellaneous Metal and Concrete Items Earthwork Testing Survey Utilities Pavement Markings and Paint Removal Electrical� All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 29 March 2023. This notification, which shall not exceed five typewritten pages, must include (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Sources Sought Questionnaire Form (posted with this announcement) and (3) A listing of projects completed during the past three years, both for government and private industry. The project name, type of project, dollar value, Contract number, location and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. Please do not call to state your interest, emails are printed and filed electronically to document interest in this project. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
