- Notice of the release of a Prospectus for a business opportunity to Sell Visitor Convenience Items, Limited Vending, and the Sale of Electric Vehicle Charging Service at Identified at big cypress national preserve, biscayne national park, dry tortugas national park and everglades national park Units of the National Park Service within Interior Region 2 The National Park Service (NPS) is seeking concessioner bids business opportunity to sell visitor convenience items at identified units of the National Park Service within Interior Region 2. � NPS will be accepting proposals for this prospectus electronically. Please consult the Proposal Instructions contained in the prospectus for information on how to submit. All proposals must be received no later than 4:00 p.m. (Eastern Time) on April 19, 2023. The Prospectus is available on the NPS Commercial Services website at https://www.nps.gov/subjects/concessions/prospectuses.htm. There is no cost to download the documents from this website. If you choose to retrieve a copy of the Prospectus�from the NPS website please notify Cherrie Brice via email at Cherrie_Brice@nps.gov so you are placed on the mailing list to receive notifications of any future modifications or other correspondence. Proposals are due no later than 4:00 p.m. (Eastern Time) on April 19, 2023 . Any proposal, including that of the Existing Concessioner, must be received by the deadline in order to be evaluated and considered for award of the Concession Contract. The NPS will accept proposals for this Prospectus electronically, please consult the Proposal Instructions contained in the Prospectus for information on how to submit. The NPS will not host a site visit for this proposal. The Business Opportunity, Page A-3, third paragraph currently reads: In this Prospectus, the term �Concessioner� means the entity that will be the Concessioner under the Draft Contract. The term �Existing Concessioner� means Eastern National, the Concessioner under the current Concession Contract CC-EVER005-10 (Existing Contract). The Existing Contract is available on request. The Business Opportunity, Page A-3, has been changed to read as follows: In this Prospectus, the term �Concessioner� means the entity that will be the Concessioner under the Draft Contract. The term �Existing Concessioner� means Florida National Parks and Monument Association, the Concessioner under the current Concession Contract CC-EVER005-10 (Existing). The Existing Contract is available on request. 1. Question: Can we submit a bid that does not include Electric Vehicle Charging Service or will our bid be incomplete? If we can�t omit the charging stations, is it possible to amend the prospectus to remove Electric Vehicle Charging Service? Answer: The Service has removed electric vehicle charging service as a Required Service in the Contract. 2. Question: The new prospectus has also a minimum fee of 6%, this is a significant increase from our current 2% fee. Can this fee be negotiated in the bidding process? Answer: The Service re-evaluated the franchise fee and it is now 4%. 3. Does the prospectus for a business opportunity so sell visitor convenience items. Limited vending and the sale of Electric Vehicle Charging Services identified at Big Cypress National Preserve, Biscayne National Park, Dry Tortugas National Park and Everglades National Park Units of the National Park Service within Interior Region 2 does that include in a business installing and operating Electric vehicle charging stations at the locations designated above? Answer: The Service has removed electric vehicle charging service as a Required Service in the Contract. The Concessioner is therefore not required to install or operate the electric vehicle charging stations.
