Description
GENERAL: This is a non-personal services contract to provide required ground maintenance for Osan Air Base, Korea. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the government. 1.1. DESCRIPTION OF SERVICES: The Contractor shall provide all personnel, labor, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform grounds maintenance services as defined in the Performance Work Statement except for those items specified as government furnished property and services.� The contractor shall perform to the standards in this contract. 1.2. BACKGROUND: Osan Air Base landscape does not only contain flat grounds, but it also contains hills in many areas of the base, which needs to be considered in planning task performance methods. The base rests on the mid-western coastline facing the Yellow Sea. As such it is subjected to various weather conditions that can range from heavy sea effect, snows in the winter to persistent monsoon rain in the summer. As a �result, the growing and mowing season runs for eight months from March through October. The four non-mowing months are occupied mostly with leaves and pine needles collection and other debris control potentially resulting with indefinite task orders. Osan AB consists of improved grounds, semi-improved grounds, airfield semi-improved grounds consisting of Bird Area Strike Hazard (BASH) areas, munitions storage areas (MSA), and unimproved grounds. Further, the airfield contains a complex of mainly BASH areas, semi-improved grounds, and minor portion of improved grounds. Fence lines identified shall be trimmed to prevent vegetation growth in the fence, including removal of vegetation/vines growing up the links of the fence. All areas shall be trimmed concurrent with mowing.� *NOTE:� During this contract the MSA Alpha site acreage may be removed when the site is closed and that is projected sometime in 2026-2027. 1.2.1 Objectives:� The objective of this contract is for the contractor to perform necessary grounds maintenance services in a manner that will maintain satisfactory lawn, tree, shrub, and other exterior flora in a condition that presents a clean, neat, and professional appearance as defined in the Performance Work Statement.
