- THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD has a requirement to procure engineering services to support Environmental Quality Program support to Solid Waste Systems and Hazardous Material Control and Management (HMC&M) systems on Navy�s ships and submarines. See attached draft statement of work for further details regarding these services. It is the Government's intention to procure these services on a competitive basis. Accordingly, NSWCPD is requesting information from any and all interested sources in order to make an informed determination regarding procurement strategy. The Contractor will provide engineering, logistics and program management service support for updates of equipment, obsolescence avoidance related to all aspects of SWE afloat HMC&M, P2A Equipment, and HMC&M Lockers. This support shall also include: design, prototyping, fabrication, manufacturing feasibility studies, logistics requirements analysis and development, identifying evolving maintenance needs of equipment and technical manual development and illustrations. Major equipment support will include: Solid Waste Processing Systems, Thermal Destruction Systems and Afloat HAZMAT Control/ Management. Also, modification of existing equipment such as Plastics Processors, Pulpers, Shredders, Lockers, and P2A Equipment. Including the support of NAVSEA/NSWCPD executed machinery alterations (MACHALTs) and ship alterations (SHIPALTs) for Solid Waste Equipment, via SWE component assembly, kitting services and waterfront support. Additionally, the contractor will provide engineering expertise support to c335 for the development, determination and continued updates of equipment, maintenance requirements, logistics and obsolescence avoidance for all aspects of SWE, afloat hazardous material (HAZMAT) Control and Management, P2A Equipment, and HMC&M Lockers including design, prototyping, fabrication, manufacturing feasibility studies, logistic needs analysis and development, technical manual development & illustrations, and evolving maintenance needs of equipment. Contractor shall support Solid Waste Processing Systems, Thermal Destruction Systems and Afloat HAZMAT Control/ Management. Provide incidental material, travel and subcontractor efforts to carry out these tasks. SUBMISSION OF RESPONSES: Respondents shall provide capability statements with specific information regarding their ability to provide the required services to meet the NSWCPD's needs as detailed in the attached draft statement of work. Responding statements are not to exceed ten (10) pages in length. Responses shall be in electronic format (Microsoft Word or PDF preferred). A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for North American Industry Classification System (NAICS) code 541330 (Engineering Services), and points of contact (names, email, and telephone numbers) at a minimum. NSWCPD will only accept unclassified, electronic submissions. Responses shall be sent to Contract Specialist Daniel Soboski at Daniel.G.Soboski.civ@us.navy.mil with the subject line ""RFI N64498-23-R-4031 Engineering Services for HMC&M Systems."" This RFI is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend.
