- SOURCES SOUGHT NOTICE Nomenclature(s): 2.5 Ton Single Axle Chassis Trailer (M200A1) and the Light Tactical Trailer-Heavy Chassis (LTT HC) 1. Overview: The purpose of this announcement is to conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10, and identify potential sources for the production of the non-commercial 2.5 Ton Single Axle Chassis Trailers (M200A1) and LTT HC Trailers.� The information requested in this announcement is being sought for informational planning purposes only and does not constitute a Request for Proposal (RFP) or a commitment by the Government in any way.� All information is to be furnished at no cost or obligation to the Government.� There is no solicitation available at this time. 2. Market Survey Request: The Product Director Light Tactical Vehicles (PD LTV) and Army Contracting Command � Detroit Arsenal (ACC-DTA) are conducting a market survey to determine the level of interest among qualified contractors in providing the 2.5 Ton Single Axle Chassis Trailer (M200A1) and the LTT HC to support the immediate requirements of PD LTV on behalf of Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2). � The M200A1 trailer models are as follows: Base M200A1 Trailer, Chassis, 2.5-ton Single Axle Chassis Trailer, National Stock Number (NSN) 2330-00-331-2307, part number (PN) 8358998, Revision AH. Base M200A1 Trailer, Chassis, 2.5-ton Single Axle Chassis Trailer, with adjustable lunette, NSN 2330-00-331-2307, part number (PN) 8358998-001, Revision AH. Next Generation Shop Equipment Welding (NG SEW) M200A1 Trailer Chassis with adjustable lunette, for the integration of the Army NG SEW. Advanced Medium Mobile Powered Sources (AMMPS) M200A1 Trailer Chassis with adjustable lunette, NSN 2330-01-592-3233, part number 04-21234 for the integration of the Army generators (15, 30, and 60 kilowatt). The LTT HC trailer models are as follows: LTT HC; NSN 2330-01-387-5424, PN 12450001 Advanced Medium Mobile Power Sources (AMMPS) Integration Kits; NSN 2330-01-542- 6775, PN 13230E6565. The contractor shall produce and integrate the AMMPS Kit on the LTT HC (part number 12450001). The Government owns a competitive Technical Data Package (TDP) for both the M200A1 and the LTT HC trailers.� The M200A1 TDP was used for the competitive solicitation and award of the, Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) Contract W56HZV-20-D-0023.� Contract W56HZV-20-D-0023 was awarded on 30 January 2020 to Schutt Industries located in Clintonville, WI.� The LTT HC TDP was used for the competitive solicitation and award of the FFP, IDIQ Contract W56HZV-21-D-0024.� Contract W56HZV-21-D-0024 was awarded on 24 May 2021 to Schutt Industries located in Clintonville, WI. 3.� Clarification of this Request.� The Government is contemplating issuing a competitive follow-on effort for the M200A1 and LTT HC requirements.� The capability statement shall be emailed to richard.d.morgan18.civ@army.mil. Responses to this sources sought notice must be received no later than 3:30 p.m., local time, Warren, MI, 1 March 2023. �4. Instructions for Potential Respondents: Companies that desire to participate in this sources sought notice are encouraged to submit a response which supports the company's claim that it presently has the technology, qualifications, experience, and capabilities to produce the M200A1 trailers and/or the LTT HC trailers that comply with a Government provided TDP (the TDPs will NOT be provided with this sources sought notice).� Specifically, any interested companies are requested to provide the following information: (1) Name of Company (2) Business CAGE code (3) Point of contact and phone number (4) Size of Business according to North American Industry Classification System (NAICS) Code 336212. (5) Other suggested NAICS codes for this program and your company's size classification based on these codes. (6) A brief summary (no more than two pages) of your company's experience and past performance within the past 3 years as it relates to trailer production. Each company experience (Government or commercial) should include (a) name of the project, (b) a brief description of the project, and (c) the relevance of the contract/project to the M200A1 and LTT HC requirements in this sources sought notice. This is a Sources Sought Notice ONLY and there is currently no solicitation relating to this effort. If interested, furnish your company�s detailed responses to this market survey questionnaire. Provide any supplemental information or commercial literature describing the human factors, engineering, safety, supportability, quality, cost, product availability or other information not specifically requested that support your company�s response. All information provided in response to this market survey shall be unclassified.� The Government does NOT wish to obtain any proprietary or otherwise protected documents resulting from this market survey. The Government may return such data or documents submitted that have proprietary or protected markings. All portions of this sources sought notice are merely for market research purposes, subject to change at any time, and are in no way binding to the Government. The information contained in this market survey is not a basis to seek payment, reimbursement or other consideration from the Government. Moreover, the intention of this market survey is not to solicit any proposals from Industry. What products/services does your company primarily manufacture? Please list the names and/or identifying numbers of each specific trailer your company is describing in response to this questionnaire. 2. How long has your company been in business? 3(a). Can your company compete for the M200A1 trailer? 3(b). Can your company compete for the LTT HC trailer? 3(c). Can your company compete for both the M200A1 and LTT HC trailers? 4. If the Government consolidated the M200A1 and LTT HC requirements into a solicitation for a single contract would your company be able to compete for award?� If not, why not? Past Performance: 5. Describe your company�s experience in medium and light tactical trailer production? 6. Are the medium and light tactical trailers described by your company bought and sold commercially? 6(a). If yes, how many years have they been on the market? 7. Please provide examples of medium tactical trailer sales to include customer and quantity information. Programmatic: 8.� Please provide a detailed explanation (including preferences) of the extent to which contract type/structure (i.e. multi-year contract, requirements contract with options, Indefinite- Delivery/Indefinite Quantity contract with options) and contract length (i.e., 1, 3 or 5 years) influence your company�s interest in participating in an RFP for this requirement? 9. How much time will your company require to develop separate formal proposals for the M200A1 trailers and the LTT HC trailers after the release of an RFP with complete TDPs? 9(a). How much time will your company require to develop one formal proposal for both the M200A1 and the LTT HC after the release of a RFP with complete TDPs? 10.� Describe your company�s experience working with Defense Contract Management Agency (DCMA). 11. Does your company offer any quantity price breaks? 11(a). If yes, what ranges for the M200A1 trailers would be proposed at what savings? � 11(b). Describe any experience your company has presenting trailers to the Government for First Article Test. 15. What is your company�s estimated production lead time after FAT approval, after receipt of an order (in calendar days)? 16. What is your company�s maximum monthly production volume in a single shift?� 16(a). Is your company�s facility capable of running multiple shifts per day if needed? 16(b). What processes might your company use to enhance corrosion resistance to achieve a service life of twenty (20) years? 26.
