Description
This posting is edited to provide information to interested� parties. interested vendors may submit/edit previous submittals by March 8, 2023. A list of riggers, electricians, and mechanical persons the routinely work at Jacksonville Air Station is provided. Note: the Government does not endorse or recomend these sources. This is for information purposes only: Dixie Industrial, Miller Electric, Cogburn, HMI, Harrell's Mechanical, Inc ""Attachment B"" Machine Location listed in the draft specification is attached. Question: Routinely how many different nozzles does the grinder use? Answer:�Two different size of nozzles, one high pressure and one for low pressure. As part of your submittal, please to show the nozzles used can keep the parts and wheels clean during the grind Question: What are the�specifications of the required High Pressure coolant? Answer:� Filter Flow: UP TO 90 GPM Thru-Table Flush Flow: 40 GPM @ 25 PSI Part Cooling Flow: 45 GPM @ 250 PSI or lower (adjustable) Wheel Clean 5 GPM @ 1,000 PSI Debur Flow: 5 GPM @ 1,000 PSI The following questions are related to the draft specification:� Section 3.3.17 � Stand Alone Computer Questions I. �A stand-alone computer for the shop floor shall be provided with the grinding machines and shall be constructed for operation in an industrial shop environment. All control displays shall be provided on the monitor with input through the keyboard.� Section 3.3.12 Question 1: Please clarify. All control displays shall be provided on the monitor with input through the keyboard� The machine has a Fanuc CNC 31 control with its own monitor display and keyboard. Is the specification stipulating that the standalone PC monitor display �mirror� the CNC Computer display. Section 3.3.12 Answer 1:�A Standalone computer is NOT required. The specifications are for the Fanuc 31 Controller. Section 3.3.12 Question 2:�What is the usage of the Standalone PC? It is important so all builders can utilize the appropriate interface. Section 3.3.12 Answer 2:�Standalone computer is NOT required. Section 3.3.12 Question 3:�In the document there are 2 comments regarding the test parts: Is the� rubber part� the rubber plugs? And clarify if any grinding is expected on the rubber.� Section 3.3.12 Answer 3:�One of the parts that will need grinding is Silicone Rubber. Grinding on both rubber and metal parts shall be part of the performance test. Section 3.3.17.1 Computer software/firmware control system � clarify the following: Sub Bullet, T: Results from measurement system stored in result database Section 3.3.17.1. Question 1: Is this to be stored in the CNC control? Section 3.3.17.1 Answer 1: The results to be stored in a PDF or Excel file on the PC. Sub Bullet, J: Conversational programming Section 3.3.17.1 Question 2: What machining functions are you planning to create programs with conversational? Section 3.3.17.1 Answer 2:� 1.��� Plunge grind 2.��� C Axis contour grinding 3.��� Traverse grind 4.��� Face grind 5.��� Measurement cycle in-cycle dress 6.��� Dress new wheel 7.��� Contour wheel dressing Section 3.4 Size and Capacity Foundation size 12 ft x 12 ft. Section 3.4 Question 1: What is the depth of the foundation? Is it reinforced and does it have isolation joints? It will affect accuracies Section 3.4 Answer 1: Approximately 8 inches of reinforced concrete with isolation form the rest of the shop floor. Unfortunately, no drawing of the foundation is available to provide. Section 4.7.4 Performance Test Destination Section 4.7.4 Question 1: Do the parts that were in attachment A-1 & A-2 require CUI and ITAR compliance? Section 4.7.4 Answer 1: Neither CUI nor ITAR is required. Section 4.7.4 Question 2: Will Japanese nationals be allowed on base for destination performance testing? Section 4.7.4 Answer 2: Yes, only after the access form is submitted through the NAVY. This process can take around 4 weeks to complete.� � Note: this is applicable to all foreign nationals.� ****** A site visit is offered February 1, 2023. Contact Ashley Saunders if interest in attenting site visit.�Due to the length of time to get foreign national clearance to the base, the site visit will be available to US citizens only at this time. The clearance is 7 business days **** The DLA-Aviation is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for two CNC Vertical Grinding Machines. Potential sources must provide turn-key machine with technical data, tooling and accessories, delivery, unloading and rigging, installation, testing and on-site operator, maintenance, electrical, and mechanical training. Potential sources must also remove of two (2) Motch VGC-52 grinders from the area. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 333517. THIS SOURCES SOUGHT IS FOR INFORMATION PURPOSES ONLY. THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. DLA Aviation intends to issue a request for proposal for two CNC Vertical Grinding Machines, including: removal of two (2) Motch VGC-52 grinders from the area technical data, tooling and accessories, delivery, unloading and rigging, installation, testing and on site operator, maintenance, electrical, and mechanical training. Interested parties may identify their interest and capability to respond to this requirement no later than the stated closing date/time. Place of performance is Feet Readiness Center, Jacksonville DLA Aviation is requesting industry input into the feasibility of the government�s requirements. In your response, please provide: Description of your company�s capabilities, based on the questions below Comments on the attached statement of work. Please identify on the attached statement of work if your company is capable of providing the requirement as written or propose an alternative solution. Please identify your company�s business size in terms of number of employees, and whether domestic or foreign for consideration of solicitation set-aside, and small business subcontracting requirements. Please identify your company�s manufacturer status: Manufacturer/Non-Manufacturing Source. If non-manufacturing source, please identify the manufacturer. Please identify whether your company will partner with subcontractors to complete this requirement. Please provide a basis of estimate to consider the total financial budget of this requirement. Estimates should capture the total procurement requirements, not solely the machine�s requirements.� Physical Characteristics: The attached purchase description outlines the physical characteristics of the machine to include: Each machine must fit within the allowable floor plan per machine of 24 feet x 14 feet x 15 feet ( L x W x H) There is an existing 12 feet x 12 feet foundation. 1 per machine.� The machines are to be integrated to these foundations.� Please identify each machines� overall footprint and the ability of the machine to integrate the existing 12 feet x 12 feet foundation Refer to paragraphs: 3.3.1 Base to 3.3.15 Electrical System and 3.3.18 Motors to 3.3.21 Hour Meter. Please comment on the draft purchase description of whether the current physical characteristics are achievable, or whether the Government should consider an alternative that is commercially available. System safety, design, and engineering requirements are to be supported by industry standards.�� Since this is a government industrial facility, the current standards used are documented within the specification.�� The government may allow for a substitute standard after comparison with the command�s safety office.�� Not all substitutes will be permitted or granted.� Detailed below are the currently used standards for the FRCSE facility.� Please identify if you can comply with the standards referenced or what alternate would be proposed for use in lieu of.�� Current standards for safety are as follows: Overarching safety and health for any component not specifically referenced will comply to OSHA, 29 CFR 1910.� Each machine will have work light complying with NFPA 79 requirements Electrical connections made to the facility must conform to NFPA 70 Safety Guarding per ANSI B11 Work platform meeting OSHA 29 CFR 1910 Electrical systems and electrical enclosure meeting NEMA ICS 6, NEMA 250 type 12, and NFPA 79.� Arc flash protection signage per NFPA 79 Motors to meet the requirements of NEMA MG-1 Pneumatic system conforms to ISO 4413 Hydraulic system conforms to ISO 4414 Functional Characteristics: FRCSE requires the capability to utilize the grinding actions at an angle, with the ability to manipulate the tooling or grinding wheel to a given angle in very price increments.� The angular grinding is needed for contour grinding which is best suited for complex geometry parts. Please detail your company�s method to achieve this requirement. Please specify whether your company�s machine needs a �B-Axis� to accomplish this mission. If �no� please explain how your company�s machine operates to grind at an angle. In your response, please identify the output time achievable through your machine�s methodology. Additional functional characteristics are outlined in the attached purchase description. Refer to paragraphs: 3.3.2.3 B Axis (Spindle Swivel) and 3.3.16 3.3.16����� Computer Numerical Control (CNC) Features to 3.3.17 Computer System. �Please comment on the draft purchase description of whether the current functional characteristics are achievable, or whether the Government should consider an alternative that is commercially available. Performance Characteristics: Please identify your company�s minimum diameter rotary table and drive, defined as the �C-Axis�. Is your company capable of meeting minimum 60-inch diameter rotary table and drive, defined as the C-Axis? Please identify all materials your company�s machine is capable of grinding. Is your company�s machine capable of grinding: carbide, tool steel, high speed steel, tungsten, nickel chrome, and titanium? Additional performance characteristics are outlined in the attached purchase description. Refer to paragraphs: 3.4 Size and Capacity and 3.5 and Alignment and Accuracy Tolerances.� Please comment on the draft purchase description of whether the current performance characteristics are achievable, or whether the Government should consider an alternative that is commercially available. Additional scope requirements: Please review the additional scope requirements as follows: Tooling Needs, Paragraph 3.6 Standard Tooling and Equipment Equipment Identification and Markings, Paragraph 3.7, Marking on Instruments, Control Panels, and Plates.� Technical Data and Planning, Paragraph 3.8, Technical Data Installation of new equipment and removal of existing Motch VGC-52 Grinders, Paragraph 3.9, Installation Operator and Maintenance Training, Paragraph 3.10, Training Acceptance testing is conducted at governments facility with the cited test procedures, as referenced in paragraph 4.7.4, Performance Test Destination. ��Please comment on feasibility of tests along with your company�s ability to execute the test.� Please provided feedback on the applicability and feasibility of the government directed test.� Please comment on the draft purchase description of whether the current performance characteristics are achievable, or whether the Government should consider an alternative that is commercially available.
