Description: This notice is issued in accordance with FAR 5.101(a)(1), DFARS 205.205-71, and DFARS PGI 206.302-1. The purpose of this synopsis is to announce that the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to solicit, negotiate, and award a Cost Plus Fixed Fee (CPFF) contract to Draper, Cambridge, Ma 02139-3539 (CAGE 51993) on an other than full and open competition basis. Procurement is for the continuation of software development, test and evaluation, information assurance, and training support for the Android Tactical Assault Kit (ATAK) Chemical, Biological, Radiological, and Nuclear (CBRN) plug-in, under NIWC Pacific Code 56760 Radiation Detection, Indication and Computation (RADIAC) Project. Services and supplies requirement as follows: ITEMDescriptionType 0001Software Development - LaborCost Plus Fixed Fee (CPFF) 0002Other Direct Cost (ODC) � Material; TravelCost 0003CDRL (data)Not Separately Priced (NSP) Description. ATAK and its CBRN plug-in are used by Special Operations forces and other warfighters for viewing and sharing sensor data on a phone or tablet. The ATAK CBRN plug-in was developed by Draper as a Government-owned software that integrates the various sensors� information to the ATAK. The RADIAC team is seeking software and integration support from Draper for the ATAK CBRN plug-in software, to continuously improve its sensor interfaces. Period of Performance: FY 23 through FY 32 � 1 year base + 9 option years The Government intends to negotiate solely with Draper under the authority of FAR 6.302-1 � �Only one responsible source and no other supplies or services will satisfy agency requirements.� The applicable NAICS Code is 541511 Custom Computer Programming Services SB size: $34 Million. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposal. However, any responsible source may submit a response which, if timely received, will be considered. A determination by the Government not to compete this requirement after consideration of all responses to this notice is solely within the Government�s discretion. Capability statements, comments, questions, or concerns regarding this notice shall be submitted via e-mail ONLY to Isabelito.cabana2.civ@us.navy.mil by 4:00 PM PDT, 16 March 2023. Responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://www.sam.gov.
