- Description
- The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award utilizing Simplified Acquisition Procedures to Corporation of Lower St. Lawrence Pilots to provide Simulation training for the Littoral Combat Ship (LCS) Platforms. LCS Freedom class ships are built in Wisconsin, and when the ships are delivered they must travel through the Great Lakes and Saint Lawrence Seaway. This simulation will provide the following: Full and inclusive map data for Prospective Commanding Officer�s (PCO) of ships scheduled to depart from Marinette to embark preceding ship to observe the transit from Marinette, WI to Halifax, Canada. Use of one DNV Class �A� Full Mission. LCS ship-handling Simulation 306 degree, with use of three interactive bridges, using fully rendered tug models, supporting berth, port movement and departure of one and two tug variants. Simulator operators and development team with after action report writer. Extracting, compiling�data and files, reporting for delivery upon completion of up to five simulation�days.�� Provide five days of meals for up to ten USN simulation candidates. Provide autopilot guidance and risks of use/non-use for insertion into LTF curriculums. Develop standard commands for LCS systems. Deliver tug placement for guidance for Integrated Team Trainer (ITT)/Bridge Part Task Trainers (BPTT). Identify causalities to be conducted during crew certification and sustainment COIs, including non-standard engine configurations. Identify list of ports necessary to be included in software updates, identify the ports in the Great Lakes and SLS as first priority. Draft memo to PMS 505 to include Bridge Wing Controllers in all ITTs and SWOS Newport BPTT, to ensure all LCS Officers are properly trained on the usage of the Bridge Wing Controllers. The applicable North American Industrial Classification System Code (NAICS) code these services fall under is 611519, Other Technical Trade School � Marine Navigational Tool Services with a size standard of $16.5M. This notice of intent is for information purposes only. All sources that believe they are eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability and technical representation to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within three (3) calendar days after publication of this notice, to the effect that technical acceptable items are available and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
