Description
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Commerce National Oceanic Atmospheric Administration, Atlantic Oceanographic Meteorological Laboratory (AOML) intends to negotiate and award a contract, on a sole source basis, to Ohio Lumex Company, Inc. to purchase PyroScience Pico pH Probes. The PyroScience Pico pH Probes are to replace existing probes that have been discontinued by their manufacturer. PyroScience Pico-pH Sub probes are the most suitable analog to the discontinued pH probes possible to allow the levels of accurate and precise pH measurements needed for continuous monitoring and control of various diel fluctuating states of pH, including for Ocean Acidification experimentation. This is needed for continued experimentation in AOMLs Experimental Reef Laboratory. We are requesting 20 of these probes. Supplementary to this are requested procurement of necessary optical caps for the probes (16) and a USB interfacing cable (1) to work within existing systems. This is considered a sole source to Ohio Lumex because based on market research conducted, Ohio Lumex is the only known US Reseller that can provide these specific probes to the aforementioned equipment specifications. No known potential alternate sources exist which could satisfy the levels of accuracy and precise pH measurements for continuous monitoring. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the specification requirements described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1:00 pm ET on March 10, 2023. Responses must be submitted in writing to Elizabeth.Perez@noaa.gov not later than the time and date noted above. Telephone responses and requests will no be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information receive will be considered solely for the purpose of determining whether to conduct a competitive procurement. Required specifications: Max. hydrostatic pressure: 400 bar Material of fiber-optic feedthrough: Titanium (3.7035) Weight: 20 g Dimensions (WxDxH): 17 mm, 59 mm in length Measuring principle: Lifetime detection of REDFLASH luminescence via fiberoptics Excitation wavelength: 620 nm (orange-red) Emission wavelength: 760 nm (NIR) Max. sampling rate: 20 samples per second System requirements: USB, Windows 7 / 8 / 10 Power supply: Min. 3.3 V DC, max. 5.0 V DC Connector plug: Phoenix Contact PTSM0,5/4-P-2,5 Power consumption: - in operation typ. 10 mA - in deep sleep <100 A (<10 A on request)
