- 1. NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT ACTION. This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subparts 5.101 and 5.201 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract action and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is 10 U.S.C. 3204(a)(1) (formerly 10 U.S.C. 2304(c)(1)), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 �Only one responsible source and no other supplies or services will satisfy agency requirements.� 2. The Government intends to award a sole-source contract to Advanced Engineering Services, LLC (AES), 21 East Main St., Brookfield, MA 01506. Only AES can meet the Government�s requirement to conduct System-Theoretic Process Analysis (STPA) Training related to the Aviation Industry (see paragraph 8. Capability Statement Content below for more details).� AES designed and developed the STPA process and is the only known source that possesses the knowledge and experience to conduct the STPA training specific to the aviation industry. Additionally, AES has the technical expertise to tailor the training specific to the Government�s requirements. The training will consist of 50 hours occurring over five (5) consecutive business days and shall be completed not later than September 30, 2023.� Training location: Huntsville, AL. 3. All responsible and capable sources may submit a capability statement that the Government shall consider before the intended award to AES.� A final determination by the Government whether to compete or not compete (i.e. award sole source to AES) this proposed contract based upon responses to this notice is solely within the discretion of the Government. 4. The Government shall not reimburse those who choose to submit a capability statement in response to this notice. Interested sources who submit a capability statement are responsible for appropriately marking information if it is proprietary in nature. The Government will not accept requests for capability briefings. 5. This Notice of Intent is not a request for a quote or solicitation.� Accordingly, the Government is not obligated to issue an RFQ or solicitation or execute a contract to respondents to this notice. �Additionally, the Government will not reimburse respondents for any costs related to responses to this notice. 6. Capability Statement Content: The capability statement shall include the following information: Title: PM FLRAA System-Theoretic Process Analysis (STPA) Training. References:� provide up to four (4) references of Government and/or Commercial customers who the vendor/contractor has provided STPA training directly related to the aviation industry occurring within the last three (3) years.� � � � �For each reference, include the following information: Point of contact for the Government and/or Commercial customers for which the Offeror has provided similar STPA training;� Include the name, phone number and email address of the Government or Commercial customer official responsible for administering the Offeror�s contract/purchase order; Contract/purchase order number; Dates STPA training occurred; Include a brief description of the STPA aviation-related training; Identify the number of training participants; Succinctly describe the content of the STAMP (Systems-Theoretic Accident Model and Process) training provided as related to each of the following: � � � � � � a. The STPA (System Theoretic Process Analysis) technique; � � � � � � b. STPA and STPA-sec applied to safety and security; � � � � � � c. Using STPA to assess complex systems containing hardware, software, and human components; � � � � � � d. Using STPA to identify functional requirements for systems and components; � � � � � � e. Analyzing, anticipating, and reducing human error using STPA; � � � � � � f. Using STPA to avoid errors and flaws that lead to costly rework. � � � � � � g.
