- Product Code: 6650 NAICS Code: 33310 Type of Action: Other than Full and Open Competition - Only One Responsible Source of Supply Description: This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Atlantic�s intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Alphalas GMBH for the support listed below: The source selected holds the proprietary rights to build the laser system required by the project for successful execution. Other companies do not produce laser systems at the appropriate wavelengths, that fit in the experimental apparatus, and most critically produce the high repetition rates (50 MHz and greater) while maintaining short pulses on the order of picoseconds. These are all fundamental requirements to build a single-photon illumination source for research applications in quantum enhanced range finding, communications, and LIDAR (light detection and ranging) that the project is pursuing. The Government intends to negotiate solely with under the authority of FAR 13.106-1(b)(1) only one source reasonably available. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
