Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, �Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,� as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01 Effective Date 12/30/2022. The U.S. Coast Guard intends to establish a sole source single award Purchase Order for U.S. Coast Guard Force Readiness Command members to attend the 2023 Performance Improvement Conference in Williamsburg, VA, all interested parties may submit quotes in accordance with the solicitation below. This procurement is being conducted under simplified acquisition procedures in accordance with FAR Parts 12 and 13. This notice serves as both a synopsis of the requirement and public notice of the USCG�s intent to sole source. This action is being taken in accordance with FAR 13.106-1(b)(1). A determination by the Government to not complete this proposed requirement based upon responses to this noticed is solely within the discretion of the Government. The Government does not intend to pay for information provided in response to this notice. Written responses to this notice shall be sufficient documentation to establish a bona fide capability to fulfill this requirement. All responsible sources may submit a capability statement, proposal, or quotation to be considered by the agency. All responses to this posting must be in writing via the https://sam.gov. The associated North American Industrial Classification System (NAICS) code for this procurement is 611710 � Educational Support Services. Product Service Code is R799 - Management Advisory Services. As a result of this notice, a separate award notice or further public notices shall not be made. This notice constitutes all the USCG�s public notice requirements. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The U.S. Coast Guard (USCG) is responsible for managing the training, education, and development of programs to meet the needs of its active duty, reserve, and civilian workforce. The purpose of this Combined Sole Source Synopsis/Solicitation is to obtain the required services to provide highly proficient training to all required USCG personnel. The U.S. Coast Guard located at 300 East Main Street Norfolk VA 23510 is seeking to purchase 85 Conference Fee registrations for the 2023 Performance Improvement Conference by the International Society for Performance Improvement (ISPI). All interested companies must provide quotation(s) for the following services: CLIN 00001� � � 2023 Performance Improvement Conference by the International Society � � � � � � � � � � � � �for Performance Improvement (ISPI) Williamsburg, VA on April 23 through April 27, 2023 Reference Attached Statement of Work in Solicitation 75110PR230000147 The delivery/task order period of performance is April 23 through April 27, 2023. Place of Performance: Woodlands Hotel and Conference Center, Williamsburg, VA. BASIS FOR AWARD. Lowest Price Technically Acceptable (LPTA) in accordance with FAR Part 13.106-2 Evaluation of quotations. Awards will be made to the acceptable quoters with the lowest evaluated price, which is deemed responsible in accordance with the Federal Acquisition Regulation and whose proposals meet all required terms and conditions, meet all technical requirements, conform to, and include all required certifications. The Government reserves the right to award without discussions, therefore, each initial offer should contain the offeror�s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer. The Government will award a Firm-Fixed Price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The full text of FAR provisions or clauses may be accessed electronically at acquisition.gov. The following solicitation provisions apply to this acquisition: 1. FAR 52.212-1, �Instructions to Offerors�Commercial Products and Commercial Services� (Nov 2021) 2. FAR 52.212-2, �Evaluation � Commercial Products and Commercial Services� (Nov 2021) 3. FAR 52.212-3, �Offeror Representations and Certifications�Commercial Products and Commercial Services� (Dec 2022) Offerors must complete annual representations and certifications online in the System for Award Management in accordance with FAR 52.212-3, �Offeror Representations and Certifications�Commercial Products and Commercial Services.� If paragraph (b)(2) of the provision is applicable, a written submission is required. The following contract clauses apply to this acquisition: � FAR 52.212-4, �Contract Terms and Conditions�Commercial Products and Commercial Services� (Dec 2022) � FAR 52.212-5, �Contract Terms and Conditions Required To Implement Statutes or Executive Orders�Commercial Products and Commercial Services� (Dec 2022) All quoters must submit the following: Submission of a quote that does not contain all items requested below may result in elimination from consideration of award. Offerors must submit each item of quote in a separate electronic attachment clearly identified as described below. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each quote. VOLUME 1: Section A Schedule of Services: Pricing shall be submitted as requested in the Schedule of Services. Total price will be evaluated by the Government. Proposed price should reflect a clear understanding of the requirements, is consistent with the various elements of the offer. Section B Offerors Representations and Certifications: A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically). An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at www.sam.gov/portal/public/SAM/. All Offerors shall be registered and current in the System for Award Management (SAM) database. This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" Quoter must list exception(s) and rationale for the exception(s). Quotations that reject the terms and conditions of the solicitation may be excluded from consideration. Submission must be received not later than March 6,2023 via electronic submission option on SAM.GOV. Quotes submitted through other means may not be considered. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f). PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED.
