Description
OPPORTUNITIES DESCRIPTION Replace Xeriscaping of Northwest Portion of Campus VAMC San Francisco, CA. Construction Services for Project 662-23-120 Department of Veterans Affairs Network Contracting Office 21 will be issuing a Request for Proposal for the project Replace Xeriscaping of Northwest Portion of Campus. The project will be located at the VA San Francisco Healthcare Sytem 4150 Clement St., San Francisco, CA, 94121. This project requirement is limited to the replacement of existing aged synthetic turf as bounded by the descriptions for Areas 1, 2, 3, and 4. Areas 5 and 6 are entirely new installations utilizing the same product as Areas 1, 2, 3, and 4. Area 7 is a playground area which will utilize similar means and methods but a different product that is consistent with the type of use in the area. The existing products are considered at end of useful life and roughly 30% of impacted areas are anticipated to require remediation or replacement of infill beneath the products to restore an even and effective surface. The replacement synthetic turf product is to be LXR Po 80s (Specification Sheet included) or an approved equal. Salient Characteristics of an approved equal will be rating for heavy/high traffic, A pile height of 1.25 +/- .25 , and a system warranty of not less than 8 years. It should be assumed that disposal and replacement of roughly 1 of infill will be required. Replacement infill material shall follow manufacturer recommendations. Some installation will occur on a grade and will require infill stabilization through a mat, mesh or other means identified by the manufacturer specific to the product and type of installation. Submittals shall identify the salient characteristics and all color options. While color match to existing is preferred, sample shall be provided to VA for final selection. The replacement Playground surface product is to be Sterling Playground Tile 3.25 (Specification Sheet included) or an approved equal. Salient Characteristics of an approved equal will be rating for 6 fall protection height as defined by standard 570 HIC (Head Injury Criteria) as further specified in ASTM F1292. Pour in place systems will be considered as equal regardless of means of connection assuming fall criterion is met. Means of connection shall be mechanical in nature to facilitate easy replacement in the event of damage. A product warranty of not less than 5 years is required. Removal and disposal of the existing is required and subgrade is presumed to be consistent with existing. Submittals shall identify the salient characteristics and all color options. While color match to existing is preferred, sample shall be provided to VA for final selection. Installation of product is to follow manufacturer specifications, be performed by a manufacturer, or inspected and certified by the manufacturer as a condition of warranty. The Contractor must furnish all labor, materials, equipment, transportation, supervision, administrative support, and any necessary professional engineering services required for the construction to Replace Xeriscape of Northwest Portion of Campus IAW the SOW. The duration of this project is approximately 120 calendar days after the Notice to Proceed (NTP) is issued. The applicable North American Industry Classification System (NAICS) Code is 236220 Commercial and Institutional Building Construction, and the small business size standard is $39.5M. This Request for Proposal (RFP) will be a total Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. This is a Pre-Solicitation announcement only. Solicitation documents will be available on or about March 15, 2023. The magnitude of construction is between $250,000.00 and $500,000.00 in accordance with VAAR 836.204 Disclosure of the magnitude of construction projects.
