The level of security clearance and amount of foreign participation in this requirement has not been determined.� The Government does not own the data or the rights for the contract repair of this part from additional sources. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor�s facility. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.� The government will not reimburse participants for any expenses associated with their participation in this survey. The Government does not intend to award a contract based on this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although �proposal� and �offeror� are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. This solicitation is issued for the purpose of identifying any additional potential repair sources capable of repairing these assets. INSTRUCTIONS: The document below contains a description of the Fuel Quantity Indicator System requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company�s capability. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company�s capability in meeting these requirements.� Failure to provide documentation may result in the government being unable to adequately assess your capabilities.� If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Both large and small businesses are encouraged to participate in this Market Research.� Joint ventures or teaming arrangements are encouraged. The UH-1N is a light-lift utility helicopter used to support various uses.� Its primary mission includes airlift of emergency, security and disaster response forces, emergency evacuation of key government officials, support for flight training and testing, and airlift for distinguished visitors and missile support personnel. It first entered the Air Force inventory in 1970 and is assigned worldwide. Fuel Supply System The main fuel supply system consists of five crashworthy, self-sealing cells, which are interconnected to act as a single unit. Three of the fuel cells are located aft of the pylon structure. The center aft fuel cell has an access door in its rear wall, which supports a fuel quantity probe. Two solid-state level sensors mounted at the same location are used for auxiliary fuel tanks. The other two cells are located under the cabin floor, ahead of the cabin bulkhead and outboard ea.ch of the main longitudinal structure bea.ms. Ea.ch underfloor cell is divided into two sections by a lateral baffle. The rear compartment of ea.ch underfloor cell contains a low-level sensor connected to the FUEL LOW segment light on the master caution panel and R LOW/L LOW caution indicators on the fuel system caution panel. Fuel Supply System Indicators The fuel monitoring system consists of two electrically separate systems: the Fuel Quantity Indicator (FQI) and the Low Level/Fuel Transfer Sensing System. Fuel Quantity Indicator The FQI multiplexes and measures the capacitance of usable fuel in the two underfloor fuel cells and provides a bar graph display of the two cells fuel volumes. Ea.ch bar graph segment represents 10% of fuel capacity. Additionally, a four-digit numeric field displays the total usable fuel weight of all five fuel cells. The entire display is backlighted by four 28-volt white incandescent lamps and/or by four Night Vision Goggle (NVG) filtered 5-volt incandescent lamps. An automatic calibration feature provides system dry calibration for improved accuracy and compensates for FQI and cell unit tolerances between different systems. When power is applied, the FQI initializes its internal parameters and rea.ds the factory or zero calibration constants from internal Non-Volatile Memory (NVM). The FQI performs a Built-in-test (BIT) of the indicator and cell unit wiring and assures a valid fuel weight display. All segments of the display remain energized until valid fuel quantity measurement and the indicator rea.ds 1880 for about 10 seconds before the actual fuel reading is displayed and cell unit wiring BIT procedures are completed. A BIT reporting feature allows easy review of errors and rapid maintenance diagnostics. A list of previous errors and total usable fuel weight is retained at power down in the NVM. Fuel quantity transmitters are in the aft center cell and in the front and rear compartments of both underfloor cells. The fuel level in ea.ch tank is measured every 1.5 seconds. The fuel in ea.ch tank is computed by the microprocessor using the measured capacitance of the tank unit in conjunction with predetermined empty and full capacitance values. This computation results in a percent full value that when multiplied by the value for a full tank gives the current fuel tank quantity. Low Level/Fuel Transfer Sensing System The low level/fuel transfer sensing system performs two separate functions: it signals the fuel height at two points in the upper aft cell to provide fuel transfer control, and it provides a low-level warning for ea.ch of the two underfloor cells. The heart of this system is the fuel level monitor unit located in the aft electrical compartment, protected by a circuit breaker marked LOW LEVEL CONT, located on the lower right side of the pedestal console. A low fuel caution light will illuminate when 11 to 14 gallons of fuel remains in the aft compartment of ea.ch underfloor cell. Two level sensing channels are incorporated for the low-level caution system. The left and right low-level sensoring channels are connected to the level sensors in the lower left and lower right tanks. Fuel System Caution Panel. The fuel system caution panel is mounted on the center pedestal to provide BIT, lighting, and auto calibration controls to the FQI. It also provides caution indicators for the fuel system to the Master Caution panel. Describe your company�s experience in repairing the Part Number/NSNs listed above that make up the Integrated Vehicle Health Management System (IVHMS). What is your company�s current maximum repair capacity per month?� Provide information on any facility reserves you may possess to increase repair capacity in the event of an immediate need do to critical operational mission requirements. What quality assurance processes and test qualification practices does your company employ?� Provide a description of your quality program (ISO 9001, AS9100, etc.).
