- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Veterans Affairs Audie L. Murphy VA Hospital Radiology Service in San Antonio, Texas intends to award a brand name or equal contract award for the purchase of 1.5 T Scanner New Coil Systems. The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 334510 with a size standard of 1250 employees. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. CONTRACTING OFFICERS REPRESENTATIVE (COR): STVHCS Imaging Service will appoint one (1) COR for this contract. When service is requested, the contractor will always contact the COR, TBD. 2. DELIVERY TIME ARRANGEMENTS: Scheduled delivery will be provided only during contractor s normal working hour s local site time. Upon acceptance of this contract, the contractor shall immediately contact the COR, TBD, at TBD to schedule mutually agreeable service times. 3. Project Description: Upgrade to 1.5T Scanner with New Coil Systems 4. Scope of Work: The purchase of the Air Recon and Coil Technology is the next generation anterior array coil and software that allows flexibility in all directions to conform to the patient's anatomy. The coil has been designed to adapt various patient shapes and sizes, with an ultra-light weight distribution. The AIR AA can be used for torso, cardiac, abdomen, prostate, pelvis, hip, whole-body and peripheral vascular examinations, in conjunction with other coils. This system will increase productivity by enabling shorter scan times which will help MRI to improve its access times. a. Deliver, schedule, and provide training program designed for Advanced Software upgrade to a GEHC MR system. Contractor will agree upon a reasonable training schedule. The training may include a blend of on-site and virtual training. On-site and vertical must not exceed 12 months od acceptance. Equipement will be delivered to the San Antonio VA, 7400 Merton Minter St, San Antonio, TX 78229. b. Vendor will provide on-site setup at the service location indicated by the assigned COR. Delivery will occur during normal business hours M-F from 0800 to 1500. Delivery/installation and all communication will be coordinated with the assigned COR. 5. PERSONNEL CLEARANCES AND PRIVACY CONSIDERATIONS: The contractor will ensure that their personnel and subcontractor personnel meet the privacy standards as set forth by Health Insurance Portability and Accountability Act (HIPAA) of 1996 with respect to personal and confidential information that they may come upon, while servicing medical equipment. 6. PATIENT HEALTH INFORMATION (PHI) AND INDIVIDUALLY IDENTIFIABLE INFORMATION (III): The purchase of this equipment does NOT require access, exchange, transmission nor storage of VA sensitive information. This equipment does NOT require connection to any VA computer system. 7. END OF CONTRACT: Contractor guarantees that all equipment covered in this contract shall meet or exceed manufacturer s performance specifications at the contract expiration date. VHA Supplemental Contract Requirements for Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors. 1. Contractor employees who work in or travel to VHA locations must comply with the following: a. Documentation requirements: 1) If fully vaccinated, shall show proof of vaccination i. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the Vaccination 2) If unvaccinated and granted a medical or religious exception, shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor s order or an FDA approved over-the-counter test. 3) Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel. 4) Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. 2. Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the following website: COVID-19 Screening Tool. Regularly check the website for updates. a. Contractor employees who work away from VA locations, but who will have direct patient contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. 1. Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities. Information Systems Officer, Information Protection: The contractor will not have access to VA Desktop computers nor will they have access to online resources belonging to the government while conducting services. If removal of equipment from the VA is required, any memory storage devices, such as hard drives, solid state drives and non-volatile memory units will remain in VA control and will not be removed from VA custody. Privacy Officer: The contractor will not have access to protected Patient Health Information (PHI) nor will they have the capability of accessing patient information during the services provided to the VA and if removal of equipment from the VA is required, any memory storage devices, such as hard drives, solid state drives and non-volatile memory units will remain in VA control and will not be removed from VA custody. All research data available for Contractor analyses is de-identified.
