- DISCLAIMER: This is a DRAFT Solicitation to obtain Industry input. The information provided in this notice is subject to change and is not binding on the Government. This notice DOES NOT constitute a Request for Proposal (RFP) and is NOT a commitment by the U.S. Government to procure subject services. No funds are available to pay for preparation of responses to this notification. Any information submitted by respondents is strictly voluntary. No basis for a claim against the Government shall arise as a result from a response to this announcement. This procurement is a Total Small Business Set-Aside. The solicitation number is N00421-23-R-0007. Please review the DRAFT solicitation and provide feedback with specific comments by 1500 on 16 March 2023. The Government is particularly interested to receive Industry feedback in the following areas: 1. Industry considerations as it pertains to distant remote work (See SOW Para 3.1.2.1 and 3.1.2.4). The Government is concerned with the growing amount of distant remote work being used and would like to know pros/cons from Industry perspective. 2. Labor categories and qualifications specified in the SOW (SOW Section 4.0). 3. Minimum rates specified for prospective/contingent hires (Worksheet within Attachment L5, Cost Summary). Are these minimum rates reasonable and if not, what suggested salary ranges are considered reasonable specifically for specialized labor categories? 4. Complexity and Magnitude specified within the Very Relevant and Somewhat Relevant definitions of Section M. 5. Information to be submitted to demonstrate corporate experience. Feedback shall be submitted using the Comment Submittal Form posted under Attachments. Offerors shall email a completed copy of the Comment Submittal Form to Tiffany L. Corbett (tiffany.l.corbett.civ@us.navy.mil) and Catherine V. Rippeon (catherine.v.rippeon.civ@us.navy.mil) and the email must include the following information: ? Company Name ? Company Address ? Company Business Size ? Point-of-Contact (POC) information including name, phone number, and email address ? Emailed response?s subject line should read ?N00421-23-R-0007? Industry?s review and feedback provided on the Solicitation in its entirety is highly desirable and appreciated. The feedback is intended to provide Industry with the opportunity to highlight areas of the DRAFT Solicitation that may need clarity. The Government may, but does not intend to, provide a response to the comments. Feedback will be considered and any changes will be reflected in the Final Solicitation, if applicable. No phone calls will be accepted. The Government intends to conduct a Pre-Solicitation Conference with Industry in the near future and will provide further details within the coming weeks via https://sam.gov.
