- MISSION AND INSTALLATION CONTRACTING COMMAND (MICC) MICC-West Point intends to award a sole source contract under statutory authority 10USC 2304(c)(1), as implemented by FAR 6.302-1:� ""Only one responsible source and no other supplies / services will satisfy the agency�s requirements.""� The applicable NAICS Code is 236220- Commercial and Institutional Building Construction- This industry comprises establishments primarily responsible for the construction (Including new work, additions, alterations, maintenance, and repairs) of commercial and institutional buildings and related structures, such as stadiums, grain elevators, and indoor swimming facilities. This industry includes establishments responsible for the on� site assembly of modular or prefabricated commercial and institutional buildings. Included in this industry are commercial and institutional building general contractors, commercial and institutional building for-sale builders, commercial and institutional building design-build firms, and commercial and institutional building project construction management firms. This is not a Request for Quotes nor a Solicitation for Offers.� No solicitation package will be available. The Directorate of Public Works (DPW) at The United States Military Academy (USMA), West Point, NY has requested for a modification to task order for the Repair and Renovation of Bldg-721 � Fire Station 1 � 721 Washington Road West Point, NY 10996. Task Order W911SD-22-F-0164 was awarded on 20 Sep 2022 in the amount of $4,588,221.00. During the demolition stage Kunj Construction was required to complete field testing of the existing roofing to support placement of new mechanical equipment on the roof. During the testing, roof core samples were removed which exposed the existing roofs sub-components. The existing roof sub-components were identified as non-asbestos containing; however, it was identified that large amounts of water are present and had been pooling within the insulation layers. The roofing manufacturer � TREMCO, Inc. was brought on site to see existing conditions and to discuss corrective actions because of the field testing. Due to the amount of water found within the roof and age of the existing roof, no remediation could be identified. The current conditions and water infiltration that exists are too saturated and according to manufacturer- TREMCO, INC specifications does not allow the roof to perform as designed. Any remediation measures implemented with the existing roof would prematurely fail. As the current roof sits, the moisture within the cavity is compromising the materials and their insulative integrity to provide the adequate R-Value to support the building�s interior protection. (It should be noted that all manufacturers follow the same or similar guidance/requirements when roofing insulation has been saturated and compromised.) After the investigation was performed, the best value path forward to the project is to replace the roof in its entirety to assure interior protection to ongoing interior upgrades and to provide a manufacturer warrantied roof to complete the building envelope. This Statement of Work (SOW) includes A roof replacement would involve the removal of the existing roofing membrane and insulation down and the plywood roof-deck. The replacement would involve the following: New 1� PT ACX Plywood roof-decking. New, R-30 insulation (tapered insulation and/or flat insulation). Remove and reuse parapet capstone. Raising of through wall flashing to accommodate 8� flashing height above finished roof level. Raising of penetration flashing to accommodate 8� flashing height above finished roof level. New coverboard over the insulation. Installation of tapered insulation crickets to help drain the water off the roof. Installation of proper roof drain sumps. New coping metal. New fascia metal. New walkways. Installation of new gutter and downspouts.
