Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to increase the ceiling of 3 MATOC Awards from$7,700,000.00, by $2,116,000.00, to $9,816,000.00 .� The statutory authority for this sole source acquisition is 41 U.S.C. 3304(a)(1), as implemented in Federal Acquisition Regulation Subpart 6.302-1. In 2020, the NIST Acquisition Management Division (AMD) awarded 3 MATOC�s for AE services in support of NIST facilities to CFR Engineering Consultants, Inc., ATI, Inc., and Louviere Stratton and Yokel, LLC.� The period of performance for each contract included a base year with four, one-year option periods.� The MATOC�s are currently in the third option year with the final option year scheduled to expire March 31, 2025. Due to the higher-than-expected need for services, the current $7,700,000.00 shared ordering ceiling of the MATOC�s has been exhausted prior to the expiration of all potential option periods.� The shared ordering ceiling increase is needed to provide continuity of AE services under the MATOC until AMD can successfully recompete the requirement.� The requested increase of $2,116,000.00 is based on the government�s estimated value of projects anticipated for award against the MATOC in FY2023 and FY2024. As a result of that competition, a NIST Contracting Officer awarded the following IDIQ contracts. 1333ND20DNB190008 CFR Engineering Consultants, Inc. 1333ND20DNB190009 ATI, Inc. 1333ND20DNB190015 Louviere Stratton and Yokel, LLC. The existing AE MATOC�s were completed as a total small business set-aside and awarded in FY2020.� The MATOC contractors CFR Engineering Consultants, Inc., ATI, Inc., and Louviere Stratton and Yokel, LLC have successfully performed all NIST task order requirements to date and all have the appropriate staffing and technical capability needed to provide NIST with the required AE services under the current MATOC ordering period.� Failure to continue to provide AE services for facility repairs and alterations would significantly delay projects anticipated for award in FY2023 and negatively impact the laboratories that support NIST�s mission.� The following tables summarizes the elements of the requested ceiling increase. The MATOC contractors shall continue to provide the following AE services via the issuance of firm-fixed-price task orders: Evaluation and Studies Planning - Urban design and campus planning services for the development and updating of NIST Master Plans. Also included is the preparation of an Environmental Assessment and/or an Environmental Impact Statement for each Master Plan to satisfy the National Environmental Policy Act. Demolition of NIST structures � Designs and planning services for the removal of structures, utilities, and or infrastructure. Applying standards approved by NIST, and the COR will articulate space needs, adjacency requirements, operational and performance requirements, as well as site and security requirements. Repair and or repair by replacement, modification/reconfiguration, building additions, renovation and or upgrades to NIST Facilities � Architectural specific design task including changes to the structure, space, and interior or exterior design. Historical Assessments � comprehensive assessment and plan for the preservation, rehabilitation, or restoration of a historic property. This will include details specific to the historic character and significance; specific materials, features, elements, and spaces; and the intended use. Interior Design Services � This will include programming and space assessment, fit plans, office furniture systems that enhance the aesthetics, efficiency, comfort, sustainability, and safety of the workplace. Cost Estimating � Concept level project budget estimates, detailed program or project cost estimates, life-cycle cost estimates (identification of all cost elements from initial concept through operations, support, and disposal.) Hazardous Material Assessment � asbestos inspection, mold assessment, lead paint inspection and risk assessment. A survey should be conducted for asbestos, lead, mold, mercury, PCB�s, Silica, arsenic, ozone depleting substances, rodent/bird droppings, radioactive materials, and any other materials that are flammable or toxic. Underground Structure repair and replacement regarding campus utility systems and supporting underground structures � Electric, signal, and phone manholes/vaults, fresh air intake vaults, water vaults, pump vaults, duct banks, etc. Design of Roadway/sidewalks repairs and replacements � HMA and Concrete roadways, Crowned and super elevated roadways, concrete aprons, all types of concrete curbs and gutters, HMA and Concrete sidewalks, ADA Ramps, loading dock ramps, equipment ramps, etc. Surveying � ALTA/ACSM Surveys, Boundary Surveys, Construction Survey, Site Planning Survey, Topographic Survey, etc. Landscape Design � Provide hardscape and softscape design that combine practical, aesthetic, horticultural, and environmental sustainability components into the most practical solution. Earthwork � Topsoil, Earth, Muck, Borrow, Roadway, Drainage, Footing, and Underground Utility excavation. Design of building repairs to steel, concrete, and wood elements. Design repairs of existing stormwater and grading issues. Permit applications to regulatory authorities � Provide the correct permit based on the type of renovation, upgrade, modification, repair, and or demolition needed to on NIST campus for acceptance and/or approval prior to initial construction. Environmental Compliance (state and Federal) � conforming to environmental laws, regulations, standards, and other requirements. Construction quality management to include commissioning services. The North American Industry Classification System (NAICS) code for this acquisition is 541330 and the size standard is $25.5 Million. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to virgil.rogers@nist.gov and richard.stevens@nist.gov. �No telephone requests will be honored.�� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.
