PRESOLICITATION NOTICE This notice is for informational purposes only and is not a request for quotes. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. No bidder s list is maintained. Project 2023 Parking Lot Signage The Department of Veterans Affairs, 1201 Broad Rock Blvd, Richmond, VA has a requirement for a contractor to complete a project Listed as 2023 Parking Lot Signage at the Hunter Holmes McGuire VA Medical Center, Richmond, VA. General Scope: The Contractor will provide all transportation, permits, licensing, supplies, material, hardware, parts , tools, specialized equipment, labor, qualified supervision, and technical expertise on the project to replace all road signage, mounting poles and hardware located in the parking areas on the campus of the Richmond VAMC. Work to be completed in accordance with local building codes and DOT regulations, if the old sign placement is not located correctly per DOT code ensure all new work in within code. Types of signs include, but not limited to: Stop Handicap No Parking and No Parking Fire Lane Police Parking Physician Parking Other parking related signs The North American Industry Classification System (NAICS) code is 237310, Highway, Street and Bridge Construction, with a size standard of $45.0 Million Dollars. The estimated magnitude of this project is between $100,000 and $250,000. IAW FAR 36.204 with an solicitation issue date on/about March 17, 2023. A Pre-Quote Site Visit is tentatively projected for March 27, 2023, at 9am EST. It is the responsibility of the Potential Offerors to bring all necessary personnel, inclusive of subcontractors, tooling, and materials necessary to the Pre-Quote Site Visit. The Government will NOT be providing paper copies of any solicitation, solicitation attachments or annexes, specifications, or drawings. The Government will NOT be reimbursing any costs associated with attendance or quote preparation. The solicitation is anticipated to be set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Offerors are responsible for obtaining the solicitation from System for Award Management (SAM) database (https://SAM.gov) and acknowledging all amendments to any subsequent solicitation. Any specifications, drawings and amendments will be posted to SAM.gov under Contract Opportunities. Quotes will be due approximately 30 days after issuance of the solicitation. Location and points of contact for site visits will be identified in the solicitation. To be eligible for award the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following website: Veteran Small Business Certification(Vet Cert) https://veterans.certify.sba.gov/. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award. It is the offerors responsibility to check the web site periodically for any amendments/notices to the solicitation. NO paper copies of the impending solicitation will be furnished. All interested vendors/prospective contractors must also be registered in the SAM database in order to obtain access to Contract Opportunities. SAM and VetCert registration must be current and active to be eligible for contract award. Failure to register in the SAM database will render your firm ineligible for award or consideration. Also, all interested vendors/prospective contractors must be registered in VETS-4212.Visit https://www.dol.gov/agencies/vets/programs/vets4212 for program details and to determine eligibility and reporting.
