Description
This requirement and anticipated acquisition strategy is to establish a Firm Fixed Price 5 year Multiple Award Task Order Contract (MATOC) for Dam Repair and Maintenance. This work will be accomplished with individual task orders against the MATOC, as allowed by DFARS 217.204(e)(i). The MATOC IDIQ ceiling is estimated at $30,000,000.00. This MATOC contract is planned for advertisement in April/May 2023.� In accordance with� DFARS 236.204, the magnitude disclosure of this construction MATOC is between $25,000,000 and $100,000,000. The average requirement completed under this MATOC is anticipated to be between $500K and $1.5M. Contractors will be required to maintain sufficient bonding to cover the value of all awarded Task Orders. The NAICS Code is 237990, Other Heavy and Civil Engineering Construction with a size standard of $45 million, and the Federal Supply Code is Z1KA, Maintenance/Dams.� The duration of the IDIQ contract is five years. PROJECT DESCRIPTIONS: The following project descriptions are not intended to encompass all work to be performed under this contract. Although it is a representation of repairs and maintenance activities on SPK dams, the contractor shall be responsible for all facets of dam maintenance and repairs. Repair of Steel Liners: The steel liners at various projects have experienced cavitation damage or heavy corrosion (Photo 1) and are in need of repair.� A typical location where cavitation damage has occurred is along the liner surfaces immediately downstream of the service slide gates and in the slide gate guide slots.� Repair of Bonneted Slide Gates: The bottom seal on a number of slide gates are heavily pitted from cavitation damage or corrosion (Photo 2) permitting excessive water leakage.� The pitted/corroded sections will need to be removed and the original section restored using a weld build-up method. Concrete Construction and Repair Work: ASR concrete deterioration or corrosion induced concrete deterioration exists at numerous projects in various locations, including, but not limited to; the outlet works, spillways, and bridge abutments (Photo 3).� The deteriorated concrete will need to be removed the structure restored to original condition. Repair and Recoating of Sluice Gates: The coating system on sluice gates and conduit liners have deteriorated and require abrasive blasting and recoating to restore the hydraulic steel structures to their original condition. Repair and Recoating of Tainter Gates: The coating system on Tainter gates have deteriorated and require abrasive blasting and recoating to restore the hydraulic steel structures to their original condition. Repair and Recoating of Bulkhead Gates: The coating system on bulkhead gates have deteriorated and require abrasive blasting and recoating to restore the hydraulic steel structures to their original condition. Oxidation Pond Liner Replacement: Existing oxidation pond liners require replacing. Work is to be performed at SPK dams throughout CA, including but not limited to the following locations:� Lake Isabella, Success Lake, Lake Kaweah, Pine Flat Lake, Hensley Lake, Eastman Lake, New Hogan Lake, Farmington Dam, Englebright Lake, Daguerre Dam, North Fork Dam, Martis Creek, Black Butte Lake, and Merced Stream Group (Burns, Bear, Owens, and Mariposa Dams). BE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. **Note**: All prospective contractors and their subcontractors and suppliers must be registered in SAM.gov before they will be allowed to download solicitation information.
