Description
DEPARTMENT OF VETERANS AFFAIRS Regional Procurement Office West (RPOW) DEPARTMENT OF VETERANS AFFAIRS (VA) COMPETITION FOR LEASE LOCATION The VA is conducting market research/seeking capable sources from bondable and experienced firms that are classified and registered in www.vip.vetbiz.gov as either Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB). The NAICS Code is 531120 Lessors of Nonresidential Buildings, and the small business size standard is $30 million. Responses to this notice will assist the VA in determining if the acquisition should be set-aside for competition restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127. Although this notice focuses on SDVOSB and VOSB, we encourage ALL small businesses and other interested parties to respond for market research purposes. Offered space must meet government requirements for fire safety accessibility seismic and sustainability standards per the terms of the lease. A fully serviced lease is required. Offered space shall not be in the 100-year floodplain. Expressions for offeror shall be sent no later than 5:00 PM PST on Tuesday, March 21, 2023. The Readjustment Counseling Service (RCS) is proposing to lease a minimum of 2,141 Net Usable Square Feet (NUSF) for a Vet Center in Sierra Vista, Arizona. The space shall be in a quality building, constructed of sound and substantial construction, and shall be in compliance with Federal Laws & Regulations governing Federal Leases, Building and Fire codes, and the American with Disabilities Act. If not a new Building, the Space offered shall be in a Building that has undergone, or will complete by occupancy, modernization, or adaptive reuse for the Space with modern conveniences. Access to public transportation shall be located within the immediate vicinity of the building, but generally not to exceed a walkable one mile as determined by the Contracting Officer. Alternatively, two or more public or campus bus lines usable by Veterans shall be located within the immediate vicinity of the building, but generally not to exceed a walkable ¼ mile. Special Requirements: RCS requires that all leased space shall be located on the first floor. Proximity to gun stores, pawn shops, adult entertainment clubs, liquor stores, medical (or otherwise) marijuana distributors or methadone clinics are precluded within a walkable ¼ mile of the Vet Center The VA is seeking under PL 109-461 Veterans First, a Service-Disabled Veteran Small Business or Veteran Small Business Lessor or Owner able to provide the following space: City, State Sierra Vista, AZ Delineated Area North Boundary: Hwy 90 South Boundary: Avenida Cochise East Boundary: Hwy 92 West Boundary: S. Buffalo Soldier Tra Minimum Sq. Ft. (NUSF) 2,141 Maximum Sq. Ft. (NUSF) 2890 Reserved Parking Spaces (Total) 15 Reserved Parking Spaces (Surface) 15 Reserved Parking Spaces (Structure) 0 Termination Rights Termination Rights After 90 Days Initial Firm Term (months) 60 Option Term (months) 180 Additional Requirements N/A This will be a fully serviced lease with a lease term of twenty (20) years with the VA having the option to vacate the premises after the 5th anniversary, with a 90-day notice.
