- 140L3623R0011 - Pre-Solicitation Notice The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit proposals for road maintenance on BLM area roads Keno #405, Kennedy #2817, and Elevation #2819, with option items for maintenance on additional roads in the vicinity. Project location is Keno, Kennedy, and Elevation area roads, Montana in Missoula and Powell County. BLM will issue Solicitation Number 140L3623R0011 via SAM.gov, at the link provided in this notice. The contractor will be required to furnish labor, equipment, supplies, and materials to complete the road maintenance in accordance with the specifications and design drawings. Work to include but not limited to clearing and grubbing (aka brushing), road reconstruction, road widening, dip construction, and culvert installation. Pursuant to Part 15 and Part 36 of the Federal Acquisition Regulations, BLM intends to issue a Request for Proposal (RFP) on or around 20 March 2023. The estimated price range of this acquisition is between $250,000 and $500,000. BLM anticipates issuing the RFP under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237310 and the associated Small Business Size Standard is $45 Million. This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) to make a best value award. A firm-fixed priced contract is contemplated. Proposals will be due on or around 24 April 2023 at jalvarez@blm.gov. The Government anticipates award of this procurement on or around 18 June 2023. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use on or before 15 October 2024. The time stated for completion shall include final cleanup of the premises. All prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
