INTRODUCTION PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. �� THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA) at the National Insitutes of Health (NIH) on behalf of the National Institute on Aging (NIA) intends to negotiate and award a purchase order for service and maintenance of Agilent Neo2 Hybrid Reader to the original equipment manufacturer (OEM): Agilent Technologies, Inc., 2850 Centerville Road, Wilmington, DE 19808-1610. The OEM has maintained the systems since the warranty expirations in accordance with factory specifications and deviation from this vendor at this time would disrupt the consistency of data and continuity of science for the ongoing experiments the instrument supports. Additionally, the OEM is the only source for proprietary parts and software including updates/upgrades required with these services. � NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 811210, Electronic and Precision Equipment Repair and Maintenance, with a Size Standard of $34 million. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) currently in effect at https://www.acquisition.gov/ STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source. DESCRIPTION OF REQUIREMENT Project Description The Center for Alzheimer�s and Related Dementias (CARD) at the National Institute on Aging (NIA) has an Agilent Neo2 Hybrid Reader to analyze proteomic and genetic information on induced pluripotent stem cells (iPSCs) used in the research of neurodegenerative diseases. A service contract is needed to ensure optimal instrument performance and in turn provide ongoing experimental continuity. � Purpose and Objectives The CARD at the NIA requires a one-year contract with three (3) one-year option periods to provide service and maintenance of its Agilent Neo2 Hybrid Reader. Period of Performance Base period: May 28, 2023 � May 27, 2024 Option Period 1: May 28, 2024 � May 27, 2025 Option Period 2: May 28, 2025 � May 27, 2026 Option Period 3: May 28, 2026 � May 27, 2027� � CLOSING STATEMENT This synopsis is not a request for competitive proposals.� However, interested parties may identify their interest and capability to respond to this notice.� Responses to this Notice must include clear and convincing evidence of the offeror�s capability of fulfilling the requirement utilizing OEM-certified service engineers and providing OEM proprietary parts and software including updates/upgrades. In addition the Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.�� All responses must be received by 11:00 AM EDT March 10, 2023.
