Description
Description:� U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) seeks information about guard and escort services in the St. Paul Minneapolis region of the United States.� The purpose of this notice is to gain knowledge of potential sources relative to NAICS 561612 and to ensure that the government meets its needs in the most effective and timely manner. This is a Request for Information (RFI) Only. In accordance with Federal Acquisition Regulation (FAR) provision 52.215-3, this RFI is solely for information and planning purposes � it does not constitute as a Request for Quotation (RFQ) or Request for Proposal (RFP), nor does it restrict the Government to any acquisition approach. This RFI does not commit the Government to contract for any supply or service. Further, the Government is not at this time seeking quotations or proposals and will not accept unsolicited proposals. The Government will not reimburse interested sources for any costs incurred in the preparation of a response to this notice and submittals will not be returned to the sender. No award will be made from this RFI. At its discretion, the Government may conduct additional exchanges with industry. Available service providers are requested to respond to this RFI with a capability statement describing their approach to guard and escort services. Description of Need: The Government intends to reach its mission by acquiring information from various capable sources that have the ability to provide armed Detention Services Officers.� The Contractor will be responsible for the security, control, and well-being of non-citizen detainees and accountable for the non-citizen detainees� personal possessions.� The Contractor shall furnish the necessary know-how, equipment, personnel, and services for non-citizen detainees of all nationalities.� Detention Services Officer services will entail control room operations, Hold Room operations to include cell security and rover duties, and Courtroom security services. Duty Locations: Location 1: 1 Federal Drive, Ft. Snelling, MN 55044 Location 2: 1717 Avenue H., Omaha, NE 68110 Staffing Need: The Contractor shall be capable of providing a uniformed Detention Services Officer for eight-hour shifts, 5-days per week (excluding holidays), year-round.� The Detention Services Officers will be required to be licensed to operate as Armed Guards in the state in which they operate.� ��The Detention Services Officers may be required to work a variety of shifts (day, swing, night) or on-call.� All positions will be armed and the applicable standard will be the current ICE Performance Based National Detention Standards (PBNDS) 2011 with 2016 revisions. All Detention Services Officers must have appropriate background clearances, training, certifications, and licenses.� Detention Services Officers shall be U.S. Citizens, must reside in the United States, and must be at least 21 years of age.� Detention Services Officers shall have as a minimum, one year of experience as a law enforcement officer or military policeman, or six months experience as a security officer engaged in functions related to detaining civil, administrative detainees or in a security environment setting. Responses and Submissions: �Responses to this notice will be used by the Government to make appropriate acquisition decisions. The capability statement should be formatted using Microsoft Office and be not more than five pages, with a 12-pt font size or larger. Interested parties should provide capabilities for the services listed in this RFI and the attached Statement of Work. Interested parties shall include your company name, address, point of contact, phone number, and email address. Interested parties shall also address the following questions within their capability statements: What is your business size in accordance with NAICS (Small or Large)? What is your socio-economic status, if applicable? Do you have a GSA Schedule related to the services identified in this notice? If so, please provide the details. Whether your company is active and current in System for Award Management (SAM) (www.sam.gov)? And provide your company�s UEI Number. Questions & Answers session shall be submitted in written form no later than Friday, March 10, 2023, at 12:00 PM EST, via e-mail to Roberta O.
