- DRAFT SOLICITATION The U.S. Army Corps of Engineers, Jacksonville District, is issuing this draft Solicitation for the Rio Puerto Nuevo Flood Control Project, Supplemental Contract 2, Roosevelt Avenue Bridge Replacement, San Juan, Puerto Rico. This is only a�DRAFT�Solicitation�No. W912EP23R0003 for the replacement of the existing Franklin Delano Roosevelt (FDR) Bridge structures with a single structure, and the widening and deepening of the existing channel via two drilled shaft walls in the vicinity of the bridge for incorporation into a larger flood control project. The bridge replacement will include the construction of a temporary bridge structure and all necessary maintenance of traffic operations. Each wall is approximately 500 feet long with exposed heights ranging from 24 feet to 31 feet and will be tied together with a cap beam. Construction of the walls will require temporary sheet piling to maintain a minimum flow area for bypass flows. Other work shall include water, telecommunications, electrical utility relocations, demolition of existing structures, riprap scour protections, and implementation of new stormwater inlets for drainage across the wall into the channel. DO NOT SUBMIT A PROPOSAL in response to this�DRAFT�Solicitation. The purpose of this�draft�is to inform industry and to gather industry feedback prior to release of the final�solicitation. All information received in response to�this�DRAFT�Solicitation�that is marked proprietary will be handled accordingly. The Government encourages comments/input from Industry regarding the requirements contained in this�DRAFT solicitation. In preparation for the formal solicitation, please see the Draft Request for Proposal (RFP), draft plans and specifications attached. Interested parties are highly encouraged to review the Draft documents and submit any questions via ProjNet. We�highly encourage�interested parties to submit questions using ProjNet.�Submitting questions early will provide additional time to answer your questions and respond prior to final solicitation. Technical inquiries and questions relating to this DRAFT solicitation are to be submitted via Bidder Inquiry in ProjNet at (https://www.projnet.org) No Later Than (NLT) March 31, 2023, at 5:00 PM, EST. To submit and review inquiry items, prospective vendors will need to use the Bidder Inquiry Key presented below and follow the instructions listed below the key for access. A prospective vendor who submits a comment /question will receive an acknowledgement of their comment/question via email, followed by an answer to the comment/question after it has been processed by our technical team. All timely questions and approved answers will be made available through ProjNet. The Solicitation Number is: W912EP23R0003 The Bidder Inquiry Key is: J6A8PM-VBX2RV Specific Instructions for ProjNet Bid Inquiry Access from ProjNet home page: 1. Identify the Agency. This should be marked as USACE. 2. Email. Enter the email address you would like to use for communication. 3. Key. Enter the Bidder Inquiry Key listed above. 4. Click Continue. A page will then open saying that a user account was not found and will ask you to create one using the provided form. 5. Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system. 6. Click Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system. Specific Instructions for Future ProjNet Bid Inquiry Access from ProjNet home page: 1. For future access to ProjNet, you will not be emailed any type of password. You will utilize your Secret Question and Secret Answer to log in. 2. Identify the Agency. This should be marked as USACE. 3. Email. Enter the email address you used to register previously in ProjNet. 4. Key. Enter the Bidder Inquiry Key listed above. 5. Click Continue. A page will then open asking you to enter the answer to your Secret Question. 6. Enter your Secret Answer and click Login. Once this is completed you are now logged into the system. Interested offerors shall provide feedback via the above website on this announcement NLT March 31, 2023 (5:00 p.m. Eastern Standard Time).
