Update: This post was updated on March 7, 2023 to extend the deadline for RFI submission to March 16, 2023.� REQUEST FOR INFORMATION (RFI) UnManned Threat Emitter (UMTE) Generator Control Upgrade 1. DESCRIPTION THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the U.S. Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Sam.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The purpose of this RFI is to conduct market research to determine if responsible sources exist; to assist in determining if this effort can be competitive, and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 335312, which has a corresponding Size standard of 1,485. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a) Small Business Development Programs, Service-Disabled Veteran- Owned, Historically Under-utilized Business Zone(s) (HUBZone), and Women-Owned small business concerns. The Government requests that interested parties respond to this RFI and identify your small business status relative to the identified NAICS code above. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. BACKGROUND The UMTE System Program Office (SPO) is planning to upgrade UMTE generators across the four test and training ranges and require a solution to allow communications (control & status) to these new Cummings generators, while preserving existing communications with the remote emitters (RE) and backwards compatibility to legacy generators. The purpose of this effort is to provide an upgrade to the current UMTE generator control / junction box that provides the necessary communications between the generators, RE(s) and SCADA interface (Comm Box). Proposed architecture is to develop a range technician installable kit that replaces the existing RPU UMTE control / junction box (9805-8660-1) and replaces the current and obsolete RPU generator controller CCA. The new controller CCA will extend communications to the new generator�s control and status functions while preserving legacy interfaces. The proposed architecture will also include a �connectorized� solution for the cable assembly that runs between the generator and the RPU UMTE control / junction box to allow for easier replacement and maintenance of the assembly The Government estimates a need of approximately 37 kits to support fielding and required spares. Follow-on requirements for future sustainment needs will be determined at a later time. 3. Do you currently have the facilities, transportation, manufacturing, and manpower capabilities and capacity to support this acquisition in its complexity and schedule requirements? If so, please briefly describe. Would you anticipate using subcontractors to partner with in this development acquisition? If so, please describe the quality control measures you have in place. Briefly describe your experience with Government Source Inspection, Critical Safety Items, and other OSHA standards. 3.3 UMTE Generator Control Upgrade Project RFI: What should be the Period of Performance to design, build, and test proposed solution? Are the System Requirements feasible in a COTS/GOTS/MOTS solution? What is your solution response? Your response should/may include capability, features, dimensions, and pictures of concept. What other solutions are you aware of that may meet the government�s requirement? What would you estimate your production capacity to be (Camera / CEAR kits per month)? What data-rights and source data would your solution offer? What price break points woud be associated with 37 kits? Are you willing to provide a no-cost rough order of magnitude (ROM) for prototype and production units?� If so, please include as part of your response, including assumptions. No hard limit on pages. All information submitted shall be Unclassified. Information submitted containing restricted data distribution data should have the cover page and each page containing restricted data distribution needs to be clearly marked. Information submitted will be retained at AFLCMC/HBZKA and will not be returned. For example, Question: Could your company prove the ability of your back-end to operate a third party array at gate one? Answer: No, It would be more optimal to have time in phase two to assemble a prototype back end to prove the back-end capabilities.
